The port is also called national gate. They are state designated seaports、airportsand transportation stations to serve international business, culture, tourism for thepassengers through immigration and cargos; It is the window of a country and/orareas for its international business and cultural exchanges. The convenience andefficiency of port for people and cargos is an important indicator for area orcountry’s openness, economic status and comprehensive competitiveness. With itsreform and open-up goes further, export-oriented economy is expanding, andgrowing steadily more correlated with other countries for mutual economic, culturaland tourism relationship, Shishi port loom large its role and function in Shishi’seconomic and social development. The deeply conflict of Customs clearanceenvironment and customs clearance mode is emerging coinstantaneous, therefore,this reform and optimization must be enforced. Port Customs clearance concerningmany aspects, its reform issue is complex. In this thesis, started from inspections andquarantines, Shishi port’s current customs clearance mode is studied from a numberof angles, and the current situation and problems were analyzed. Some efficientmethods and experiences in developed countries and important domestic ports are ofreferential significance to the new proposal of “Grand customs clearance mode”(orLarge clearance?), aiming at the safety of clearance, rationalization of resourcesdistribution, and maximization of the efficiency of customs clearance. The newproposal includes that “Grand customs clearance mode” need to facilitate the unifiedplatform construction, rise in the informatization level, strengthen cooperationbetween Customs and inspections and quarantines department, as well as to realizethe optimization design of customs clearance mode.
