Research On Participation In Policy Crop Insurance And Its Satisfaction In Zhanjiang City

Natural disasters in Zhanjiang occur more frequently and crop production activities are seriously affected.Since the implementation of the policy-oriented rice cultivation insurance pilot in 2010,policy-based crop insurance has been used as an effective method for agricultural risk management to protect the production of crops in Zhanjiang City.In recent years,the proportion of financial subsidies for policy crop insurance in Zhanjiang is as high as 80%,insurance coverage has been continuously enriched,and the coverage area has gradually expanded,with premium income ranking among the highest in the province.Based on this background,it is of great practical significance to carry out field investigations to truly understand the evaluation of policy crop insurance implementation effects.This article selects the participation rate and satisfaction as indicators,field surveys combined with literature data combing,from the perspective of farmers,local grass-roots governments and insurance companies to analyze the tripartite implementation of the insurance evaluation and implementation of attitude.Cross-analysis,correlation analysis,regression analysis and other methods were used to statistically analyze the results of survey data.Firstly,analyze the reasons of farmers and their participation in insurance and non-participation;second,analyze the degree of satisfaction of farmers participating in insurance;finally,according to the results of interviews,summarize the satisfaction of local governments and insurance companies.The study finds that: First,the policy insurance crop insurance rate is high,but depends on the government-led,low degree of marketization;Second,small-scale farmers and local governments have low level of awareness of the insurance;third,it has higher rate of participation,but the satisfaction of the three main bodies is general.In this regard,in order to achieve a “double height” in terms of participation rate and satisfaction,proposals are put forward for specific feasibility from the perspective of improving the perception of risk and this type of insurance and the establishment of synergy mechanisms for each subject's interests,which make policy crop Insurance play its role of safeguarding and supporting farmers.
