Case Analysis Of Long-term Care Insurance System In Guangzhou

With the rapid growth of the elderly population in China,the risk of long-term care for the disabled elderly has become increasingly prominent.In order to build a longterm care insurance system that suits the national conditions,the Chinese government has introduced a long-term care insurance pilot scheme in recent years.As the specific implementation plans for each pilot area are different,the case study based on the long-term care insurance pilot area has practical significance for advancing the pilot work process and has theoretical value for exploring the nursing insurance system.The thesis firstly summarizes the representative overseas long-term care insurance system,and then discusses the enlightenment of foreign institutions on our country based on the background of the aging population in China and the pilot conditions of long-term care insurance.The paper also studied the development status and problems of long-term care insurance in China,conducted a case study of the pilot long-term care insurance system in Guangzhou,compared Guangzhou with other long-term care insurance systems in pilot areas,and thought and made policy recommendations that steadily promoting the long-term care insurance system in Guangzhou.The dissertation is divided into six chapters: The first chapter is an introduction,including eight parts: research background,problem-presentation,literature review,basic structure,research methods,key and difficult points,innovation and deficiency.The second chapter discusses the representative foreign long-term care insurance system and its enlightenment to our country.Among them,the research of foreign commercial long-term care insurance system is mainly in the United States,and the research of foreign social long-term care insurance system is mainly in Israel.The third chapter introduces the status quo and problems of China's long-term care insurance development.It is divided into four parts: the development stage of longterm care insurance in China,the introduction of commercial long-term care insurance products in China,the dynamics of 15 long-term care insurance cities in China,and a summary of problems.The fourth chapter is an analysis of the case of long-term care insurance pilots in Guangzhou,including the introduction of Guangzhou elderly disability status and nursing institutions,the Guangzhou pilot long-term care insurance system,specific implementation plan and claims cases,and the problem is summarized.The fifth chapter is the comparison of the long-term care insurance system between Guangzhou and other pilot regions.The sixth chapter is the conclusions and recommendations.The results of the study show that the current period of the Guangzhou pilot long-term care insurance has certain progress and achievements,but at the current stage of implementation,there are problems such as the low number of home care facilities,low rate of disability assessment,low policy publicity and guidance activities,etc.After comparing with some excellent pilot regions,it was found that there are problems such as narrow scope of insurance coverage,disability recognition is not effective,large dependence on social security fund,and different types of care services and payment standards.In order to steadily promote the pilot of Guangzhou City's long-term care insurance,it proposes to actively carry out 100% policy publicity and guidance activities,gradually expand coverage to care for special groups,explore “multi-payment +corporate payment + government subsidies” multi-funding,pay attention to nursing staff training and service quality evaluation,under the social and business combination model,the commercial insurance company actively develops commercial long-term care insurance products,and “scientific and technical " and“data sharing" to achieve health management.
