International Comparison Of Long-term Care Insurance Practice Experience And Its Enlightenment To China

Since twenty-first Century,China has entered a new era of development in the Internet era.The rapid development of social economy and the lag of the elderly receiving information have led to the fact that the old age group has been forgotten by the great era.On the other hand,the aging of China’s population is serious,and the elderly’s demand for nursing is showing a rigid growth.With the gradual weakening of family care function,the elderly can not get professional and complete care for life.Under such a social background,it is particularly important to accelerate the establishment of a long-term care insurance system to meet the growing long-term care needs of the elderly.This paper is based on the theory of long-term care insurance at home and abroad.First,typical case analysis is used to study the representative American commercial long-term care insurance and social long-term care insurance in Germany and Japan.The long-term care insurance system for the United States,Germany and Japan is established through a large amount of data and data.Background conditions,specific contents of the system,problems encountered in the operation of the system and reform ideas are introduced.From two angles of social development and the effectiveness of social security system.We draw a conclusion that the background of China’s problems is similar to that of Germany and Japan.All of which are faced with the aging of the population,the reduction of family structure,and the increase of nursing costs year by year.And we can learn to implement social long-term care insurance in Germany and Japan.The domestic part takes 13 pilot cities as the research object.Through the literature collation and data collection.This paper compares the financing mode,service mode and operation situation of the long-term care insurance in the 13 pilot cities,summarizes the existing problems in the pilot process of domestic long-term care insurance,and puts forward some suggestions for improvement.At the end of this paper,the experience and lessons of long-term care insurance in the United States,Germany,Japan and the domestic long-term care insurance are summarized.From the perspective of institutional sustainability,the policy proposals for the overall implementation of the long-term care insurance system throughout the country are proposed.
