Research On Rural Infrastructure Investment In Heyuan City

China has now entered a period of development with the township of the city and the promotion of agriculture,at the same time,the Government also has the ability to set up the rural areas as the key area of infrastructure construction.The government needs to share with farmers the outstanding achievements of reform and development,to assume the responsibility of providing public services for agricultural development and agriculture,and the state needs to change its previous urban-based development strategy into support for rural development and appropriately modify the investment of construction funds and financial resources in terms of policies.Heyuan has special favorable conditions in agricultural resources,however,because of historical reasons and geographical location,Heyuan is slow to develop both in agricultural mechanization and in agriculture industrialization and scale,and its agricultural economic development level lags behind that of other industries.The material basis for realizing the success of agricultural transformation,upgrading and driving agricultural modernization is rural infrastructure investment.By investing in rural infrastructure to control the rural economy,the government is conducive to the realization of agricultural modernization and coordinated development of urban and rural areas.Because of the different levels of economic development in each region,the government’s investment and direction in rural infrastructure also need to be adapted to local conditions,so the investment of rural infrastructure construction projects will produce significant differences,so the role of rural infrastructure in each region is also characterized.Based on the actual input status of Heyuan,it is of some value to study the problem of rural infrastructure investment.This study,through summing up the relevant literatures at home and abroad,deeply studies the government policy and the actual situation in the domestic rural infrastructure investment on this basis,infrastructure,rural infrastructure and other core concepts,as well as agricultural economic growth theory,public goods theory and other theoreticalbasis to explain,From the theoretical point of view,this paper probes into the inevitability of the government’s investment in rural infrastructure,analyzes the present situation of agricultural economic development in Heyuan,and probes into the existing problems,including the shortage of total investment,unreasonable input projects,low input efficiency and poor operation of the management system,and finally,starting from the reality of the domestic situation,This paper puts forward some constructive and feasible solutions,namely,to improve the level of financial investment in rural infrastructure,adjust the direction of rural infrastructure investment in the light of farmers ’ needs,clarify government responsibilities and improve the input decision-making process,and strengthen the supervision and management of rural infrastructure investment.
