Research On Financial And Taxation Support For The Development Of Weifang's Circular Economy

As global development continues to advance,resource and environmental issues are becoming more serious,and countries are seeking the best way to economic development in order to achieve sustainable human development.In this process,the circular economy has become the first choice of countries for its effectiveness in resource conservation and ecological protection.The 19th National Congress of the Communist Party of China put forward the strategic policy of"consisting on the harmonious coexistence of man and nature" and focused on promoting green development,circular development and low-carbon development.As a systematic project,circular economy requires the strong support of local governments and the implementation of effective policy tools.Among the various policy combinations of the government's macroeconomic regulation and control,fiscal and taxation policies have always been in an important position,which plays an important role in promoting resource conservation and environmental protection.Located in the central part of Shandong Province,Weifang is an important industrial center and transportation hub in Shandong Province.In 2017,the total industrial output value reached 1.22 trillion yuan,ranking 16th in the country.The industrial industry is the foundation of Weifang,and its importance determines that Weifang must implement a green development path based on circular economy.Since the current national and provincial governments have not yet formed a complete fiscal and taxation policy system to guide local governments to support the development of circular economy,this paper is based on the actual development of Weifang,mainly using a combination of literature analysis,comparative analysis and data analysis.By reading a large number of domestic and foreign fiscal and taxation policies to support the development of circular economy,based on the principle of linking theory with practice,comprehensively analyze the current situation of Weifang's fiscal and taxation policies to support the development of circular economy,and deeply analyze the problems existing in the current fiscal and taxation policies of circular economy development.A series of fiscal and taxation policies to improve the development of circular economy.Specifically,it will improve the financial policy support system for the development of circular economy in Weifang,increase the financial input and fund management at the municipal level,play the role of tax guidance and fee reduction,explore the reform of the fiscal system,optimize the government investment mechanism,and increase government procurement.As a highly practical research topic,this paper attempts to conduct research from the Weifang municipal government level and explore the development path of circular economy.The practical significance of this paper is,first the system summarizes the development of circular economy in Weifang,and clarifies the future development focus and direction.The second is to comprehensively sort out the current fiscal and tax support policies,help to optimize and improve the policy support system,and play the role of funds.The third is to provide theoretical basis and countermeasures for the government's development decision-making,and to help the development of circular economy.
