Lanzhou is the capital city of Gansu province, as a typical energy city in the northwest area and a national circular economy pilot city,it should serve as a role model in the development of circular economy. In the old days, there were many "high input, high energy consumption, high pollution" enterprises, which made Lanzhou became one of the ten cities with the worst air quality in C hina. C ircular economy is a new industry which is led by the government, its promotion and development can not sustained without the support of government policy, especially the fiscal policy. This paper is based on Lanzhou, to do some research about the fiscal policy of circular economy in Lanzhou. This is not only important to the circular economy development in Lanzhou, but also conducive to the improvement of natural environment and efficient use of energy in Lanzhou.This paper starts from theoretical basis, combined actual survey with da ta collection, and mainly uses the standard analysis and demonstration research to discuss. Through collecting, reading and sorting out extensively the related literature work home and abroad, and analyzing the related research results of fiscal policy of circular economy, the paper can form a systematic literature review, which lays a theoretical foundation for the further study. The paper uses the theory of institutional change, the relation between government and market, analyzes the government mechanism and policy research of circular economy in Lanzhou, and puts forward suggestions in the absence of fiscal policy formulation and implementation of the government. In particular, Lanzhou should improve the resource tax policy, broaden the environmental sources of funds, arrange for environmental protection funds reasonably and make assessment policy investment and rectification work if the city wants to further develop circular economy.
