Forty years since the reform and opening up,China’s economy has continued to develop rapidly.As of 2017,the total economic output has increased from 26 trillion yuan in the past 2008 to 82 trillion yuan,and it has maintained an average annual growth rate of 6.7%.The growth potential is considerable.However,China’s energy consumption per 10,000 yuan of GDP is 3-11 times the world average,which indicates that China’s main relying on a large number of factor inputs and excessive energy resource consumption to promote economic growth,the traditional extensive economic development model has not yet Substantial changes have taken place.Along with this "high-input,high-energy-consuming" economic development model,China’s environmental problems have become increasingly prominent.Compared with other countries in the world,China’s total emissions of sulfur dioxide and carbon dioxide are among the highest,and sewage treatment rates are low.The severe haze weather since 2012 is a national life and property safety.the country.The economic development has brought huge losses.In order to achieve coordinated and sustainable development of the economy and the ecological environment,the Chinese government has successively issued a series of corresponding policies.In March 2004,China integrated natural resources and environmental factors into the GDP accounting system.and for the first time launched the "Green National Economic Accounting"(referred to as Green GDP Accounting)project,which aims to pursue the basis of economic development speed.To measure the quality of economic development;in 2007,the report of the 17th National Congress of the Communist Party of China clearly stated the development concept of "ecological civilization" for the first time;China’s "energy conservation and emission reduction" as the goal of economic development in the"Eleventh Five-Year Plan";in the "Twelfth Five-Year Plan",China has made"ecological civilization construction" one of the development goals of the economy and society;in the "13th Five-Year Plan",China first proposed the goal of "green development" and emphasized the strategic significance of "green development" in order to build China.A new starting point for economic green development.Many scholars have gradually realized the "bottleneck constraint" of resource environment on economic development,and began to integrate resource and environmental issues into the productivity accounting framework to accurately measure the quality of economic development,and explore the source of economic development quality to achieve sustainable economic development.Therefore,in this paper,considering the "bottleneck constraint" of resource and environmental factors on productivity,energy consumption is taken as a new factor input,and environmental pollution is taken as an output,which is included in the measurement analysis framework of total factor productivity.In the middle,it has formed a measurement system that invests in labor,capital and energy,and fully considers the green total factor productivity with environmental pollution as the undesired output.Based on this,the non-radial and non-angle SBM directional distance function and the Global Malmquist-Luengerber(GML)index are combined to estimate the energy consumption and environmental pollution of 30 provinces and cities in China from 2006 to 2015.The green total factor productivity,and draw the following conclusions:(1)On the whole,China’s green total factor productivity growth rate reached an average of 4.47%per year,which is mainly due to the improvement of technological progress,while technical efficiency Has a certain inhibition;(2)From the time dimension,although China’s green total factor productivity shows a slow growth overall,with the increasingly tight constraints of resources and environment and the slowdown of economic growth,the growth rate is generally in a downward trend.From the perspective of spatial distribution,the growth of China’s green total factor productivity generally shows the geographical distribution characteristics of "high and low ends at both ends",that is,the GML index in the east and west is higher than that in the middle,and the technological progress is still to improve the regional green.The important driving force of total factor productivity,while the technical efficiency of the central and western regions needs to be further improved.Secondly,this paper summarizes the existing literature and considers the connotation of green total factor productivity and its decomposition,from technological innovation factors,factor structure factors,industrial structure factors,foreign capital utilization factors and government environmental regulations.Based on the aspects,the specific mechanism of each influencing factor on green total factor productivity is explored,and the panel data model is used to conduct empirical tests.The results show that technological innovation,factor structure,industrial structure,foreign capital utilization and environmental regulation are all elements of green.The improvement of productivity has a significant promotion effect,but the promotion effect is different.Among them,environmental regulation is more significant than other variables in promoting green total factor productivity.The main innovations in this paper are reflected in the choice of undesired outputs.Compared with most scholars,only one or more pollutants are selected.This paper fits the emission of major pollutants into an environmental pollution comprehensive index by entropy method to eliminate the incomparability between indicators.At the same time,due to the availability of data,there may be some differences in the green total factor productivity using data measures of different calibers.At the same time,limited by my research ability and the limitations of existing empirical models and measurement software,it is Impossible to introduce all the influencing factors into the research model.Therefore,this paper only summarizes and summarizes the existing relevant literature,and combines the connotation and decomposition of green total factor productivity,from technological innovation factors,factor structure factors.industrial structure factors,foreign capital utilization factors and government environmental regulations.Starting from five aspects,we study its influence mechanism on green total factor productivity.
