Since the reform and opening up,with the rapid development of our economy,rapid increase in the personal incomes,food safety issues are increasingly becoming the focus of the society.Through the news media investigation found that people's attention to food quality and safety is as high as 44.8 percent,ranking first among the top 10 social issues.Frequent food quality and safety problems have become the core of people's concern,seriously endangering people's health and the image of government supervision.It's the responsibility of government departments to ensure the food quality and safety of our people.The strict food supervision system is not only related to people's health and life safety,but also to economic development and social stability.Among all kinds of researches and literatures in China,it's rare to find researches focusing on the food quality and safety problems in a certain region.Therefore,it's significant to discuss the current situation of food safety supervision in Lvshunkou District,study the lack of system and policy and the method of perfect countermeasures as well.A new era demands a new mission,how to truly and effectively improve the food quality supervision and management level is the current problem faced by the government departments of Lvshunkou District.Starting from the study of the definition of basic concept and theoretical basis of food quality safety,this paper analyzes the characteristics of this kind of problem,and pointsout that it needs special attention,so that readers can have a deeper understanding of food quality safety from the theoretical level On the basis of analyzing the current situation of food quality and safety supervision and the existing food supervision system and concrete reform measures in Lvshunkou District,this paper discusses the characteristics of local food quality and safety supervision and management reform from three aspects of organizational decision-making,responsibility divisionand management system.Secondly,this paper analyzes the problems existing in the previous reform practice but not solved.Starting from the four aspects of the current supervision system,namely legal standards,institutions,peration mechanism and supervision power,this paper analyzes the root causes of the problems.Third,through the study and analysis of food regulatory experience in developed countries such as the United States and the European Union,combined with the single department supervision model in advanced cities such as Beijing and Shanghai and advanced experience in food safety reform,this paper summarizes the successful experience of developed countries and advanced cities in the construction of laws and regulations,the establishment of supervision system and the allocation of supervision resources.Finally,from the perspective of changing the concept of government supervision,making clear the responsibility and unified management,building a new grid operation system,improving the government supervision system,improving the law enforcement ability and efficiency of government staff,and establishing a good supervision environment,this paper puts forward suggestions and countermeasures for improving the supervision system of food quality and safety in Lvshunkou District,and provides reference suggestions and standards for the establishment of scientific supervision and management system,...
