Research On Problems And Countermeasures Of Food Safety Supervision In Tieli City

The city of Tieli is located in the center of Heilongjiang province, and its topography is mainly composed of mountains, plains, hills and water. The industrial chain of food in this area is abundant, distinctively representing the features of the country. The researches on the situation and development of food safety regulation of the city of Tieli are of great significance, because food safety is directly associated with the vital interests of the public as well as the momentous content of the government social management and public service functions and important part of building a socialist harmonious society. However, there exists many problems on the development of such a regulation in this city, for instance, the resource allocation needs to be optimized, and the technical supports of test and detection are behind the times. We hence must make full use of the dual roles of government policy support and self-regulation of market, and thoroughly solve these actual issues which restrict the supervision and control on food safety. Based on the review of the food safety situation in this city, a comprehensive elaboration on food safety regulatory situation was conducted in diverse perspectives by using the theories of public benefit, government capture and market failure. Vis using inductive and comparative analysis methods in the perspective of the protecting food safety, the responsibilities and obligations that the government, corporate and social public should fulfill are analyzed. We have also investigated the existed objective problem and performed analysis on the reasons.Additionally, the solutions and suggestions over the food safety regulatory issues in Tieli have also been proposed.
