In the process of rapid development of regional economy,the technology industry cluster industry has played a vital role in it.In the process of scientific research on industrial clusters,how to realize cluster innovation is a key.In order to comprehensively improve the overall performance level of the cluster,it is necessary to pay attention to the main position of the core enterprise,which has obvious advantages in terms of scientific research and technology,as well as capital and scale.But small and medium enterprises as the main member of the cluster,the large number,if not with the development of a cluster of small and medium enterprises,the overall innovation performance can hardly be improved.The academic community has been controversial about the impact of technology spillovers on cluster innovation,and the default technology has only one-sided spillover from advanced core companies to relatively backward SMEs,which is the root cause of the debate.In fact,core companies have the ability to proactively identify and absorb technical knowledge from partners,that is,SMEs also generate technology spillovers to core companies.This two-way technology spillover provides a new perspective for studying the relationship between technology spillover effects and cluster innovation performance.Interdependency is the basis of technology spillovers.The difference in resource sharing levels in different types of dependencies may become an important factor affecting the transformation of technology spillovers into cluster innovation.Therefore,this paper will start from the two-way technology spillover,explore its unique effect on cluster innovation performance in the industrial clusters with frequent cooperative activities,and focus on the regulation of inter-organizational interdependence.Based on the list of national and provincial scientific and technological characteristic industrial clusters announced by the Ministry of Science and Technology of China in 2014-2017,this paper distributes and recovers 694 valid questionnaires to enterprises in the Liaoning,Zhejiang and Tianjin technology industrial clusters,using exploratory and confirmatory Factor analysis tests the obtained data and verifies the hypothetical relationship between two-way technology spillover,inter-organizational dependence and cluster innovation performance using SPSS23.0.The research results confirm the core enterprises and small and medium-sized enterprises in the industrial cluster.The two-way nature of technology spillovers between enterprises shows that positive technology spillovers and reverse technology spillovers in two-way technology spillovers have a positive impact on cluster innovation performance,and joint dependence is positively regulating the relationship between two-way technology spillovers and cluster innovation performance.The symmetry relies on the relationship between negative regulation of two-way technology spillovers and cluster innovation performance.Finally,based on the empirical research conclusions,this paper proposes management from three aspects:strengthening exchanges and cooperation between core enterprises and small and medium-sized enterprises,giving play to the leading role of core enterprises in industrial clusters,and the innovative ways in which SMEs choose their own dependence structure,and pointed out the shortcomings in the research.
