Studies Of The Implementation Issues And Countermeasures Of The Urban And Rural Resident's Basic Endowment Insurance For Town Of Nanshancheng

China is the country which has the most elderly population in the world.The contradictions between large population of the elderly,rapid aging rate and backward productive forces and the requirements of the stable development of social and economic are increasingly obvious.In recent years,because the birth control policy is carried out and many peasants flow into the cities,the rural productive aging problem has become more and more serious.The traditional family support way is greatly impacted,so the country urgently needs to be changed.The new rural social endowment insurance system has been carried out as a pilot in 10 percent of counties in China from October 1,2009.In February 7,2014,the State Council decided to combine the new rural social endowment insurance system and the social endowment insurance system for urban residents——urban and rural resident's basic pension insurance system,and then the new system has been carried out in the whole country.Whether the mode of the urban and rural resident's basic pension insurance system can fit the demand of the pension of rural population,whether it can stimulate the reform and development of rural population will need studying.On the basis of the theory of the social security fairness,equalization of basic public services,through investigating two hundred rural residents from 24 administrative villages of town of Nanshancheng,taking quantitative research as the mainstay,supplemented by qualitative research,and using interviewing method,questionnaire survey,and literature method to collect related information,the paper will study the implementation and existed problems of town of Nanshancheng's urban and rural resident's basic pension insurance system.Then,it will deeply analyze the factors that influence rural residents to effect insurance.Finally,the paper will propose some targeted policy suggestions.The writer figured out that the urban and rural resident's basic pension insurance has mainly achieved the goal of extensive spread,while most of the rural resident has participated in the lowest level of the urban and rural resident's basic pension insurance,which has been the biggest problem for the rural population.As to the implementation of the urban and rural resident's basic pension insurance,they should actively create a new way to fit the development of the urban and rural resident's basic pension insurance.
