| China’s large population, the rural population in the total population accounted for a large share of the rural labor force plus the youth continue to cause serious aging problem moving to urban trends. People have to focus on the major issues of social pension, especially in some low-income groups, and there is no social security and pension issues are the focus of their concern. State and Government in accordance with the urbanization trend is now to adjust the corresponding pension policy, the new rural and urban residents pension insurance combined to basic benefit rural residents. Nevertheless, in the implementation of the new pension policy process also encountered resistance, so the angle we proceed from the pension insurance system, the system was continuously improved to ensure that people’s normal life to get tangible material security, ease contradictions between urban and rural areas, and promote equitable and harmonious development. Object of this study is to Shijiazhuang urban and rural residents, the study focuses on the implementation status of its pension system, analyze the contradictions and problems. Finally, the concept of problem solving and solutions.This paper consists of five chapters. The first chapter is "Introduction", respectively, from the background research and other aspects of the status quo introduce the relevant pension insurance system, and introduces the research objects and methods of the article. The second chapter, "urban and rural old-age insurance" to explain the basic concepts and describes its theoretical basis. The third chapter surveys place Shijiazhuang, describing the concrete implementation of its pension system. Chapter IV of Chapter III on the basis of its system to analyze the existing problems.
