Research On The Problems And Countermeasures In The Implementation Of Basic Endowment Insurance For Urban And Rural Residents In Tongliao City

A report to the 19th national congress of the communist party of China(CPC)pointed out that the basic old-age insurance system for urban and rural residents should be fully implemented and the plan for universal participation should be realized.In February 2014,China formally implemented the basic endowment insurance system for urban and rural residents,which is a cross-era progress of China's social security.However,since the establishment and implementation of the basic endowment insurance system for urban and rural residents in China has only been more than six years,and the system covers a large number of people,it is inevitable that various problems exist in the implementation of the basic endowment insurance system for urban and rural residents.In tongliao city urban and rural residents basic endowment insurance as the research object,using the fairness and justice,public goods theory and the government responsibility theory,by means of literature,statistical analysis and other methods,the tongliao city urban and rural residents basic endowment insurance policies and regulations and service situation of carding and analysis,found the tongliao city urban and rural residents in the service of primary endowment insurance guarantee,ginseng,fund raising,fund pays,fund management,respectively in orgnaization of service of insufficient ability and young and middle-aged ginseng protect enthusiasm absence,collective allowance,low security level,the fund management level is low.The author tries to explore the reasons behind it,and thinks that it is closely related to the insufficient number of grassroots staff,insufficient publicity work,backward development of village-level collective economy,insufficient incentive mechanism of subsidy policies and low level of fund pooling.This paper analyzes and summarizes the implementation experience of basic endowment insurance for urban and rural residents in Qingdao city and baoji city,and provides ideas and paths for improving the implementation of basic endowment insurance system for urban and rural residents in tongliao city.On this basis,combining with the situation of the current tongliao city residents from the optimization of orgnaization of service,deepen the ginseng protect consciousness,the positive development of village collective economy,improve the fiscal subsidy mechanism,improve the level of fund management and so on five aspects proposed the tongliao city urban and rural residents basic endowment insurance system implementation improvement Suggestions and countermeasures,for the relevant government department beneficial references for policy making and decision.
