Study On The Electronic Construction Of Government Procurement In Heping District Of Shenyang

How to apply information technology in government governance is the focus of attention in many countries.As an important part of the business of electronic government,the implementation of electronic government procurement,will promote the development of electronic government,which is to the benefit of the construction of service-oriented government.The effect is quite little,although the electronic construction of government procurement in Heping district of Shenyang has already started up.Therefore,the thesis is based on study of electronic construction of government procurement in Heping district,and systematically analyses the problems and causes of electronic construction of government procurement.Thus the thesis puts forward comprehensive and feasible countermeasures,which has great theoretical value and positive practical significance.According to the actual situation of electronic construction of government procurement in Heping district,the thesis analyses the main resistance of the electronic process:lack of unified electronic platforms,low resources sharing,lack of infrastructure,management function couldn't be adequately performed,lack of participating,etc.Causes of problems are as follows:lack of wholesome legal protection and normative construction standard,mismatching of information technology and procurement methods,inadequate government investment,lack of organization and coordination,necessity of improvement of personnel quality,etc.On this basis,the thesis is centered on the literature research,normative analysis and empirical study method.It puts forward the following measures to improve the electronic construction of government procurement in Heping district:strengthening the legal and institutional guarantee,improving the standard,accelerating the construction of electronic trading system,establishing and improving the basic database,standardizing procurement process,exploring information linkage mechanism,strengthening personnel training and management,etc.This thesis has 3 innovative points:the first one is putting forward the electronic construction of government procurement in local government gradually and respectively,concentrating resources and advantageous powers to achieve electronic by every procedure,on the basis of successful experience.The second one is putting forward information linkage mechanism in the process of electronic construction of government procurement in order to achieve the timely and accurate information sharing between related departments and improve the efficiency and prestige of government service.The third one is putting forward adding performance evaluation system and credit rating system into the electronic construction of government procurement in order to evaluate the implementation of government procurement,establishing credit archives gradually and accelerating the implementation of "blacklist"system.The research achievements of the thesis are based on the related theories and practice of electronic construction of government procurement.While enriching the related theories,it provides with efficient reference to government procurement and supports the electronic construction of government procurement in Heping district.
