HSF Project Bidding Management Present Situation And Countermeasure Research

Since the reform and opening up,and especially after the promulgation and implementation of the Law on Bidding and Bidding and Bidding for more than 10 years,the cause of tendering in China has developed rapidly.From the construction project to the import of mechanical and electrical equipment,to the development of scientific research projects,drug procurement,office supplies procurement and land use right bidding and other aspects.Due to the increasingly fierce competition in the market,the means of bidding units are not standardized,and the bidding management has become chaotic.Strengthening the supervision of the bidding process has become an important task for enterprises,institutions,and government agencies.This paper introduces the origin of tendering system,the application and development of tendering in our country,and the related theories(basic connotation,characteristics,etc.)to demonstrate the intrinsic characteristics of bidding management.In this paper,the necessity of bidding during the construction of HSF enterprise project is explained,and the management status of HSF enterprise project is described in detail.The issue of unreasonable setting up of bid invitation and support institutions,low overall quality of relevant personnel,irregular preparation of bid documents,fairness in the bid evaluation process,a list of qualified suppliers,and insufficient follow-up of tender projects at a later stage is also raised.We will improve the existing leading agencies for tendering,further standardize the preparation of solicitation documents,strengthen the training of bid invitation personnel,improve bid evaluation methods,strengthen due diligence,prevent and reduce compliance risks,and strengthen the collection and collation of information.Carry out necessary after-action tracking,targeted supervision and appraisal,etc..A set of measures for bidding management that is rich in enterprise personality and in accordance with national laws and regulations.Through the research and discussion of this article,we hope to guide the enterprises not only to pay attention to the organization,leadership and the system guarantee in the bidding management,but also to focus on the tender laws,regulations and the training and education of tender knowledge and skills,especially to strengthen the details management in the bidding procedure,at the same time,we should use supervision and examination measures as guarantee,and provide the reference to other enterprise counterparts.
