The cloud storage is a new service-oriented warehouse allocation mode,and the reasonable location of the cloud warehouse is of great significance to meet the personalized needs of customers.The cloud storage mode has put forward higher requirements for the cooperation of logistics resources,the dynamic nature of logistics system,the intelligence of service,etc.Cloud warehouse,as the executing agency of logistics warehousing and allocation,needs to consider the complex factors more comprehensively in the process of location selection.In this regard,this paper aims at the problem that traditional location methods neglects the influence factors beyond the cost.Combining the characteristics of cloud warehouse mode and the functions of modern cloud warehouse.And taking the location and distribution of cloud storehouse as the research object.By combining multi-attribute decision-making with optimization method,a two-phase method is proposed to study the location-allocation problem of cloud warehouse.The main work and contributions of this paper are as follows:(1)A two-phase method for location of cloud warehouse is proposed.By combining qualitative and quantitative methods,the multi-attribute decision-making and optimization methods are integrated,and a two-phase progressive cloud warehouse location method is proposed.Preliminary site selection is carried out based on Grey AHP comprehensive evaluation,and then precise location-allocation is studied based on the maximum coverage model.(2)Comprehensive evaluation of candidate cloud warehouses based on Grey AHP.Considering the qualitative and quantitative factors affecting site selection,a three-level evaluation system was established.It includes the first class index of four factors,including nature,business environment,infrastructure and other factors,which affect the location of cloud warehouse,and 13 secondary indicators,such as geological conditions,meteorological conditions,traffic conditions,business environment and environmental protection.Based on this evaluation system,the Grey AHP method is proposed to evaluate the candidate cloud warehouse comprehensively and make a preliminary site selection.(3)Construction and solution of location-allocation model based on maximum coverage.According to the characteristics of cloud storage model,the coverage state and coverage radius of the traditional maximum coverage model are optimized.A location-allocation model is constructed to minimize system cost,maximize customer satisfaction and maximize coverage of demand points.And an improved quantum evolutionary algorithm is designed to solve the model.(4)Application case study.Considering the business needs of Company A and aiming at improving its logistics service level in Zhejiang Province.The problem of location-allocation of central warehouse and regional warehouse is studied.By comparing the results obtained with the traditional maximum coverage model,the scientificity and effectiveness of the proposed method are further verified.The research shows that the Grey AHP method proposed in this paper can objectively and effectively evaluate candidate cloud warehouse.Compared with the traditional maximum coverage model,the improved maximum coverage location-allocation model has more advantages in reducing logistics costs,increasing demand point coverage and realizing multi-cloud warehouse coordination.The proposed two-phase method of facility location problem improves the scientificity of location and the feasibility of location results.
