Research On PPP Project Benefit Allocation Based On Nash Negotiation Model

Under the background of the new normal in our economic development,the construction of new urbanization has been accelerating.The government has slid into heavy debt.Financing and professional technology gaps gradually become the challenge that the government can't overcome.The PPP(Public-Private-Partnership)model(the cooperation between government and social capital)can alleviate the insufficient funds for infrastructure construction of the government and gradually become an important direction for the development of infrastructure construction in China.In PPP projects,the collaboration between government departments and social capital parties is based on the maximization of their own interests.The conflict of interest and coordination become the key of PPP projects success or failure.This paper takes the reasonable distribution of interests as one of the ways to solve the conflict of interest,analyzes the distribution of interests in PPP projects and establishes the profit distribution model to to ensure the successful implementation of PPP project.In view of the the basic theory of PPP mode and stakeholder theory,this paper analyzes the essence and advantages of PPP model in detail,and deeply analyzes the basic operational process of PPP mode.By using the foreign classification methods of stakeholder to define the stakeholders,it is concluded that the core stakeholders are the key points in the analysis of the distribution of interest in the PPP project.According to the cooperative game,this paper takes the Nash negotiation as the main model of interest distribution and combined it with the Shapley Value Method and Earned Value Method,and finally obtained a benefit distribution plan based on the satisfaction of government departments and social capital parties.Through the application of Nash negotiation model in the expressway PPP project,the results show that the model can realize the objective and fair benefit distribution,and can solve the problem of benefit distribution of the core stakeholders.There is no doubt that this model has promoted the PPP project where the governmentand the social capital parties could achieve their mutual cooperation and common development.
