Research On Dynamic Income Distribution Of PPP Projects Based On Asymmetric Nash Negotiation Model

In recent years,the development of China's public infrastructure construction is at a rapid stage.In order to alleviate the pressure of government departments' financial investment and gradually introduce social capital to participate,the PPP financing model plays an important role,and gradually the field has been widely used.However,the implementation of a PPP project involves many participants,and has the characteristics of a long construction period and many risk factors.Often,there are not many cases of successful PPP project operations.One of the main causes of project failure is the fair and reasonable income distribution scheme cannot be formulated among project participants.Therefore,based on the consideration of the entire life cycle of the project and the current status of cooperative development of the PPP model at the current stage,this paper uses an asymmetric Nash negotiation model to establish a scientific and reasonable dynamic income distribution scheme among the core project participants to ensure the successful implementation of the project.This article first reviews the literature on the development of PPP model at home and abroad at this stage.It is found that there are few research literatures on PPP project income distribution,and most of the studies are conducted on government and social capital participants.However,the actual operation of the project the large number of involved parties has caused some problems to be solved in the current research on income distribution.Therefore,in light of the cooperation of PPP project participants at the current stage,the core income distribution subject is redefined,and the project income distribution subject is divided into tripartite government agencies,pure investors,and professional companies.Then,between government departments,pure investors,and professional companies,asymmetric Nash negotiation models were used to establish a dynamic income distribution plan based on the entire life cycle of the project,which is the initial income distribution based on the participants' capital structure at the beginning of the cooperation;project contracts During the implementation process,based on the proportion of resource input,risk sharing,contribution level and effort level,the influence factors of income distribution,and after comprehensively weighing the importance of the participants,the asymmetric Nash negotiation model is used to adjust the income negotiation;after the project operation is completed,it is based on the hidden income the size correct theasymmetric Nash negotiation value in the second stage,so as to obtain the final profit distribution value.Finally,a city demonstration district hospital construction PPP project was selected to verify the dynamic income distribution model established by the participating government departments,pure investors and professional companies.The case analysis results show that the three-stage dynamic income distribution model makes the income distribution result reasonable negotiation and adjustment among the three parties can be made according to the actual operation of the project,which can meet the income demands of the participants at various stages,well reflects the fairness and reasonableness of the income distribution,and improves the enthusiasm of the participants in the project,ensuring that the smooth implementation of the project.The dynamic income distribution model established among government departments,pure investors,and professional companies of PPP project participants is in line with the current status of PPP model cooperation and development,which better reflects the fairness and rationality of income distribution and effectively solves PPP.Conflicts of interest among project participants have avoided the occurrence of inaction by participants during the implementation of the project,and theoretically enriched the research methods of PPP project income distribution,providing a new way to solve the problem of PPP project income distribution in the future.The idea and method have certain theoretical significance and practical value.
