The use of the PPP model to recycle large,discarded old industrial districts that are still of use value can not only improve the fiscal deficit,but also encourage the participation of social capital with relevant reform experience,increase the degree of city identification,and preserve the spiritual sustenance of a generation.Therefore,the recycling of old industrial areas under the PPP model has become an inevitable choice for urban renewal.Based on a review of domestic-international research and the related basic concepts and theories,the core stakeholders definition of the PPP old industrial area recycling project is proposed,after summarizes the existing transformation model of the PPP old industrial area recycling project,and whether it is in the period of large-scale civil engineering construction as the standard,the whole life cycle of the project is divided into three stages: pre-phase,construction,operation and maintenance.Firstly,refer to the Chen Honghui three-dimensional identification of the core stakeholders,questionnaire is designed by Likert five-point scale,SPSS24.0 software is used descriptive statistics and paired sample T-tests for each dimension to ensure the validity and reliability of the questionnaire,then the core stakeholders of PPP old industrial area recycling project in each stage are identified scientifically.Secondly,a literature survey of PPP risk research and old industrial areas recycling risk is adopted.In conjunction with the Blue MC word cloud analysis technology,key risk factors in each stage of PPP old industrial recycling projects are selected.After that,through a questionnaire survey again,MATLAB R2015 b software and entropy weight method are used to express the influence degree of the key risk factors at each stage on each core stakeholder,which are as a correction factor of the Shapley model,and the dynamic benefit allocation model of recycling project in PPP old industrial area based on stage risks is established.Finally,taking a steel plant design and creative industry park as a case,the dynamic benefit allocation model is applied to the actual project,through analyzing and comparing the differences before and after benefit allocation,the practicability of the model is proved.The purpose of this paper is to establish a dynamic benefit allocation model based on stage risks for PPP old industrial area recycling and to provide reference for the benefit allocation when similar projects are in different stages.In addition,the paper also aims to enrich the research of benefit allocation in PPP old industrial area recycling projects.
