Research On Performance Evaluation Management Of Public Expenditure In Qinhuangdao

It has been put forward to "improve the credibility of the government and executive power",we should innovate the financial management mode,and promote the government performance management" in the eighteenth congress of CPC.How to use the least money to run the most things,is one of the public most concerned about the public funds spending;to improve the efficiency of government work and the performance of the financial fund is one of the most concerned about the work of the government.The advanced experience at home and abroad shows that in order to manage public financial funds,we must promote the performance management of public finance,implement some effective public expenditure performance evaluation management,and apply the evaluation results in accordance with the law.On the basis of the research on the analysis of public finance expenditure performance evaluation management status in Qinhuangdao,based on the public management theory,principal-agent theory as the basis,using the method of literature research,case analysis,summarizes the research methods of analysis of Qinhuangdao public finance expenditure performance evaluation of existing problems in the management of combs are as follows: evaluation of the policy system is not perfect,standard,complicated information database construction is lagging behind,personnel quality is uneven,the scope of the coverage is not wide enough,the low degree of information disclosure.Based on the performance evaluation of public expenditure management work experience,put forward to perfect the system,improve the public expenditure performance evaluation system,strengthening the performance evaluation standards of the foundation work,construction performance evaluation network platform,to increase public information efforts,perfecting beforehand,evaluation mechanism,improve the public expenditure the performance evaluation of the quality of personnel and other countermeasures.The results of this study can be used as a certain reference and promotion effect for improving the performance evaluation and management of public expenditure in Qinhuangdao.
