With the rapid development of economy and the steady advancement of urbanization in China in recent years,the problems of food waste recycling and disposal in big cities have gradually attracted the attention of the society.At the same time,environmental pollution and food safety resulting from food wastes force the government to take effective measures to guarantee the public health safety.Some cities of China have developed regulations for food waste recycling,and the management of food wastes has achieved obvious effectiveness after a period of exploration.In order to facilitate the development of food waste recycling and disposal properly,the central and local government has provided subsidies to different segments of food waste reverse supply chain.However,the attempts of recycling and disposal of food wastes are still at the early stage,especially for the object and intensity of subsidies,and other related policies in this field.As a result,the relevant mechanism research in the incentive mechanism of governmental subsidy to food waste reverse supply chain currently is far from satisfactory.By this consideration,a model for food waste reverse supply chain system,focusing on subsidy to customers or producers of food wastes,was developed in this work.The model is based on the implementation of food waste recycling and disposal policy in Shanghai.The aim of this paper is to provide the guidelines for the improvement and the optimization on the government subsidy policy applied in reverse supply chain.The framework of this paper is as follows.Firstly,the theoretical system of the reverse supply chain of food wastes was constructed based on domestic and foreign research.Then,the management modes of food waste recycling and disposal in typical cities at home and abroad were summarized,and the successful experiences that can be used for reference were presented.By the current implementation of the food waste management in Shanghai,a government subsidy model finally was constructed and the effects of subsidies to consumers or waste generators were discussed.The results show that the choice of the optimal subsidy policy is determined by a combination of factors,the government's administrative supervision of the recycling of kitchen waste,the punishment of illegal recycling channels,the amount of kitchen waste generated,and the illegal recycling price.The degree of government supervision and punishment both plays a decisive role in suppressing illegal recycling behavior,while the effective implementation of Shanghai's current policies depends on the strict supervision and punishment in all aspects.When the subsidy object is turned to waste generators,the effectiveness of the subsidy will be superior to that of the current policy.At that time,strict supervision coupled by incentives from government subsidies shows a better influence on suppressing illegal recycling behavior.
