From "Going Global" to "One Belt And One Road",the continuous deepening of reform and opening up over the past 40 years,has made the leapfrog development of large enterprise groups.At present,the external risk rises sharply,the economic downward pressure increases,the formerly thriving group is leading the huge risk positively.The government has encouraged enterprise groups,especially large stateowned enterprise groups,to transform and upgrade in the direction of market-oriented reform by adhering to supply-side structural reform,deepening market-oriented reform and expanding high-level opening-up.On the one hand,state-owned enterprise groups can reduce costs and increase efficiency by enhancing internal driving forces,and resist external uncertainties.On the other hand,focusing on diversified investment,they actively seek new growth,focus on cultivating strategic industries,and open the development road of transformation and upgrading.GT group,the case company in this paper,is a typical large local state-owned group.Since the establishment of the group,it has been involved in a variety of industrial sectors.The various sectors show the characteristics of non-related diversification,and the integration of the industrial chain within the same sector is not obvious.In 2016,facing the severe economic situation and the declining trend of profitability,the group repositioned itself strategically,cultivating biomedicine,electronic information park industry and financial service industry through the "1335" strategic pyramid,and integrating the industry by means of integration,integration and integration.However,in the process of strategy implementation,due to the large number and rapid diversification of the group,problems in management and control gradually emerge.The group lacks effective control over its subordinate enterprises,which makes the implementation of each subordinate enterprise often deviate from its strategic objectives after the decomposition of strategic objectives.In the face of external economic pressure,it also bears the burden of creeping forward,and the group's incentive to its enterprises is really lacking.Through literature review and theory review,this paper takes BSC balanced scorecard as the framework of strategic performance evaluation system,and USES traditional financial evaluation method and key performance index method to enrich the framework and form an organic whole.In the construction of indicators,diversified theories such as portfolio theory,synergy theory and market power theory are used to analyze what strategic responsibilities each sector bears under the group's strategy,so as to clarify the positioning of each subordinate enterprise.In terms of the design of indicators,the author makes full use of the strategic management theory and the enterprise life cycle theory,and constructs the performance evaluation system of "one enterprise one policy" according to the characteristics of the affiliated enterprises.Through the analysis of the GT group,we get a lot of inspiration,in the process of strategic target decomposition,should focus on multiple strategic positioning of the plates,focus on the strategic development characteristics of different enterprises under various plates,under the same plate of the performance evaluation should be prominent in the middle of the common features,focusing on the phase between different industry sectors' s contribution to the strategic synergy.For enterprises in the strategic transition period,they should pay attention to the non-financial dimension,which makes up for the unicity of result-oriented financial indicators,and can be driven from strategic input and strategic actions,so that the performance evaluation is a whole-process management.Finally,with the development of diversified businesses,it is unscientific for sasac to divide soes into three categories(commercial category I,commercial category ii and public welfare category).Based on the research of this paper,the author thinks that one enterprise and one policy is one of the effective methods to achieve scientific performance evaluation.
