Study On The Problems And Countermeasures Of Precise Poverty Alleviation In Beizhen City

Poverty is a big problem that China needs to solve at this stage.It is necessary to get rid of poverty before 2020 and realize the big goal of “People get rid of poverty,villages,and counties”.General Secretary Xi's speech pointed out the direction for future work.There are 14 cities in Liaoning Province,of which Jinzhou City ranks 6th in economic development,and only Yixian County is the key poverty-stricken county in Jinzhou City.The economic development of Beizhen City in Jinzhou City is at a medium level,and there is no special poverty-stricken county.At present,Beizhen City has a total of 3,841 households with 6,410 households and 19 provincial-level poverty-stricken villages.In recent years,the Beizhen Municipal Government has established a goal management mechanism for poverty alleviation,and the integrated management of poverty alleviation resources has gradually achieved standardized development,and the fixed-point assistance mechanism has gradually improved.After several years of efforts,remarkable results have been achieved,but in the investigation.In the process of document and interview research,it was found that Beizhen City still had some problems and deficiencies in the work of precision poverty alleviation.This paper combines the actual situation of poverty in Beizhen City,according to the current economic situation and poverty situation in Beizhen City,after on-the-spot understanding of the poverty alleviation measures adopted at the present stage in Beizhen City,summarizes and analyses the achievements and problems of the precise poverty alleviation measures adopted at the present stage.Through the survey of 400 poor households in Beizhen by questionnaire,and further interviews with poverty alleviation workers,village cadres and poor households,we can see that the results of accurate identification of poverty alleviation in Beizhen are not fair enough.Poor households have not enough enthusiasm to join the local poverty alleviation project.Many reasons lead to poverty,reduce villagers' confidence in poverty alleviation and poor households can not keep up with the poverty Alleviators in the information age.Poor households lack communication in five aspects.Through the targeted analysis of these five problems,we find that the reasons are the single identification model of poverty alleviation,the lack of socialparticipation,the weak self-development ability of poor households,the restriction of infrastructure factors on poverty alleviation projects and the poverty alleviation executives need boost.In view of the problems existing in Beizhen City,after in-depth discussion with professors in the field of poverty alleviation research,on the basis of further communication and exchange with the poverty alleviation staff in Beizhen City,This paper puts forward five measures to improve the precise identification of the poor population,strengthen the integration of social poverty alleviation forces,enhance the internal and external driving force of rural households to fight poverty,improve rural infrastructure conditions,and improve the implementation ability of poverty alleviation staff,so as to solve the problems existing in Beizhen City in precision poverty alleviation.The research results of this paper and its research ideas have some reference significance and reference value for the cities and towns concerned to solve the problem of targeted poverty alleviation.
