Precision Poverty Alleviation Research In Lianshui County,Huai'an City

During his visit to Xiangxi in Hunan in November 2013,Comrade Xi Jinping first put forward "seeking truth from facts,adapting measures to local conditions,classifying guidance,and helping the poor with precision ".In January 2014,the General Office of the CPC Central Committee planned to formulate a top-level design on the work model of precision poverty alleviation,which promoted the idea of "precision poverty alleviation" to the ground.In November 2015,the Central Committee of the Communist Party of China and the State Council issued the Decision on Winning the Fight against Poverty,explicitly proposing a strategy of precision poverty alleviation,which requires that "six precision" be achieved on the basis of accurate identification of the poor population and establishment of grade cards,namely:precision of the object of support,precise project arrangement,accurate use of funds,and measures The household precision,because the village sends the person to be accurate,the poverty relief effect is accurate.The CPC Central Committee and the State Council issued the Decision on Winning the Fight against Poverty,which explicitly calls for all the rural poor population under the current standards to lift themselves out of poverty and solve the overall regional poverty problem by 2020.Poverty has long been one of the factors affecting economic and social development.All countries in the world have made various attempts and efforts in the light of their own reality.The Chinese people have made remarkable achievements in the struggle against poverty,and precision poverty alleviation is the highlight and innovation of the Party and the state in the new period.All over the country under the call of the policy of precision poverty relief efforts to tackle poverty.Lianshui County,Huaian City,is one of 12 key counties in Jiangsu Province during the 13th Five-Year Plan period.Great force.Since the 13th Five-Year Plan,Lianshui County,under the arrangement of the Party Central Committee,the provincial party committee and the provincial government,has actively promoted precision poverty alleviation,and has taken more measures to fight and win the battle against poverty.However,Lianshui County in the process of precision poverty alleviation,there are still some problems,these problems affect the quality of precision poverty alleviation throughout the county,need to find out the reasons for these problems,symptomatic measures to further improve the effectiveness of precision poverty alleviation.This paper selects Lianshui County of Huai'an City,Jiangsu Province as the research object,on the basis of a large number of field visits and research,With the combination of theoretical research and applied research,and the relevant theoretical knowledge of public management,this paper summarizes the current situation of targeted poverty alleviation in Lianshui County,Huai'an City,the measures taken by the whole county in the targeted poverty alleviation work and the effectiveness of targeted poverty alleviation to find out the practical problems existing in the precision poverty alleviation in Lianshui County,and to further analyze the factors affecting the precision poverty alleviation in Lianshui County by drawing lessons from the advanced experience of poverty alleviation at home and abroad for Lianshui County Precision poverty alleviation put forward relevant countermeasures and suggestions.
