Research On The Influence Of FDI To Chinese Agricoltural Technology Innovation

China's agricultural development is facing the dual challenge of the lost comparative advantage in domestic resources and fiercer competition of international agricultural technology.The current extensive development mode relying on resources and factor input has been unsustainable.The agricultural transformation and upgrading driven by innovation has become an inevitable choice to enhance agricultural competitiveness.The new growth theory shows that under the condition of open economy,foreign direct investment is an important way to realize technological innovation,which can not only make up for the deficiency of internal financing,but also break through the "bottleneck" of technology development and provide a country advanced technology and resources for R&D activities.When foreign capital and host country resources create synergies to promote technological innovation,the dynamics injected by innovation will promote the transformation of agricultural development from extensive to intensive,quantity to quality,resource consumption to technology-driven,and achieve leap-forward development of agriculture.Therefore,it is of great practical significance to systematically explore the impact of foreign capital on agricultural technological innovation in China.Based on the theory of foreign direct investment and technological innovation,combined with the idea of endogenous technological progress under the condition of open economy,this paper examines the influence of FDI on agricultural technological innovation in China from the dual perspective of output and efficiency.First of all,on the basis of relevant theories and literature,this paper sums up the mechanism of FDI influencing technological innovation,and defines the concepts of foreign direct investment and agricultural technological innovation.Secondly,through statistical description and comparative analysis,this paper discusses the overall scale of foreign direct investment,regional distribution and the input and output status of agricultural technological innovation.Then,under the framework of "innovation input-output" of knowledge production function,the index system affecting agricultural technological innovation is constructed,and the influence of FDI on agricultural technological innovation output in China as a whole and in East and West regions is measured by using the panel data of agricultural technology innovation in the 2000-2016 of China.Finally,the influence of FDI on the efficiency of agricultural technology innovation in China as a whole and in the East and West regions is further measured by using transcendental logarithmic function and SFA method,and the development of agricultural technological innovation efficiency in China is revealed through regional comparison and convergence analysis.The results show that: first,the output and efficiency of agricultural technological innovation in China are on a continuous upward trend,but the efficiency level is generally low,and the factor input does not achieve the maximum output level.Second,at the national level,FDI has significantly increased agricultural innovation output with extensive growth path,but it has not had a substantial impact on efficiency;At the regional level,due to the “threshold” effect,only the eastern region has crossed the “threshold” and its innovative output and efficiency have been enhanced.Third,the impact of government support on China's agricultural technological innovation is intensive,not only to improve the national and regional agricultural technology innovation output,but also to optimize the allocation of innovative resources.Besides,in terms of other influencing factors,human capital has not played its intended role in effectively promoting technological innovation,and only agricultural technicians have invested in improving the efficiency of technological innovation as a whole and regionally;in the context of agricultural development environment,the infrastructure and financial development level in the eastern region are relatively perfect,which has a significant role in promoting technological innovation.Primary industry hasn't been able to have a positive impact on innovation for the imperfect feeding mechanism of technological innovation.Based on the above analysis,this paper puts forward suggestions from four aspects of expanding the scale of FDI,perfecting regional policy,optimizing human capital and improving innovation environment.
