With the vigorous development of the era of knowledge economy,the flow of knowledge among enterprises,universities and research institutes has become an irreplaceable and important way to enhance China's industrial innovation capability.As a special industry that is knowledge-intensive and capital-intensive,high-tech industry has become an important shortcut to obtain innovation resources,improve innovation ability and reduce the cost of technology learning.Therefore,the research on knowledge flow is very meaningful,What is the role of different knowledge flows on innovation output,and whether there is some transmission mechanism to make knowledge flow affect innovation output is the focus of this study.The thesis adopts a combination of theory and empirical methods.First,it conducts literature research to classify knowledge flow,and divides knowledge flow into three ways: industry-university-research cooperation,industrial aggregation,and foreign direct investment(FDI);second,it summarizes technical learning The previous research on the cost,and analyzed the latest research results of the cost of technology learning;finally,explored the impact of the three knowledge flow channels of industry-university-research cooperation,industrial aggregation and foreign direct investment on innovation output,and the intermediary role of technology learning cost.This paper uses provincial panel data of China's high-tech industry from 2009 to 2016 to conduct an empirical study on the relationship between knowledge flow,technology learning cost and innovation output.The study found that:(1)knowledge flow,industry-university-research cooperation,and industrial agglomeration have a positive impact on innovation output;(2)knowledge flow,industry-university-research cooperation,and industrial agglomeration have a negative impact on technology learning costs,and foreign direct investment(FDI)has The impact of technology learning costs is not significant;(3)Technology learning costs have an intermediary role between knowledge flow(industry-university-research cooperation and industry aggregation)and innovationoutput.The paper found that knowledge flow in the high-tech industry has an important role in reducing the cost of technology learning and improving the performance of innovation.The article enriches the theoretical research on knowledge flow and technology learning costs,and is a high-tech enterprise manager and policy maker.Some suggestions are provided on how to create a good technological innovation environment.
