The progress of agricultural science and technology of Fujian has Played a large role in the development of agricultural production.However,the contribution rate of scientific and technological progress has not become the most important driving force on the development of agricultural production,agricultural development mainly from a large number of inputs of material information. At present,the main approach increasing the contribution of agricultural science and technology is which increases the investment of human, financial, matter in the agricultural science and technology innovation, however, the proportion of science and technology funds and personnel investment of agricultural aciences field accounted for the science and technology funds and staff input of Fujian is small and appears discreasing trend. Therefore, we must strive to enhance the efficiency of agricultural science and technology innovation,and study the efficiency of agricultural science and technology innovation.Firstly,this paper designs the of capital and staff input indicators, direct output and indirect output indicators of agricultural science and technology innovation, according to the results of literature review and data availability.Secondly, collecting the data, it evaluates the direct output efficiency and indirect output efficiency from 2003 to 2008 of the agricultural science and technology of Fujian Province by using DEA method.Finally, basing on the evalution result of agricultural science and technology innovation efficiency in Fujian, according to the actual situation of scientific and technological innovation system running and agricultural development in Fujian Province, this paper puts forward policy recommendations to optimize the efficiency of agricultural science and technology innovation.Through theoretical analysis and empirical research, we make the main conclusions that Fujian scientific and technical innovation on agriculture direct highly efficient from 2003 to 2008,which technological innovation on argiculture can be effectively transformed into the outputs of scientific and technical innovation on agriculture. At the same time,scientific and technological progress in agriculture has an important role on promoting the production efficiency of the agricultural laborers in Fujian Province, and the government of Fujian Province should continue to increase capital and personnel investment in scientific and technical innovation on agriculture.This study estimates respectively the direct output efficiency and indirect output efficiency from 2003 to 2008 of the agricultural science and technology of Fujian Province, which has some theoretical innovation significance in the research content and ideas, and enriching and developing the research achievement in the field.
