A Research On The Policy Options For Shandong Province In Implementing "The Belt And Road" Initiative

"The Belt and Road" refers to the "Silk Road Economic Belt" and the"21st Century Maritime Silk Road",whose core objective is to promote the orderly and free flow of economic factors,efficient allocation of resources and deep integration of the market and thus promote regional cooperation to a broader,higher and deeper level,therefore,a regional economic cooperation structure with openness,inclusiveness,balance and public benefits can be created together.The joint construction of "The Belt and Road" is a strategic blueprint based on the international and regional situation as well as the new situation and new tasks faced by China',s development-It is committed to safeguarding the global free trade system and the open economy system,promoting cooperation among countries along the line and allowing the countries to work together to overcome difficulties and to promote development.With the implementation of "The Belt and Road" initiative,Shandong Province has not only ushered in major opportunities but also faces many challenges in terms of economic development and opening up and cooperation,That is,fruitful results and shortcomings come together.This research intends to explore several problems in Shandong Province's implementation of "The Belt and Road" initiative.First,what are the limitations of its work orientation?Second,what are the challenges faced by Shandong Province in implementing the "The Belt and Road" initiative?The third one is how to better improve the policies and strategies in implementing the "The Belt and Road" initiative in Shandong Province.In order to answer these questions.this paper analyzes from three aspects:The first part:(including the first chapter and the second chapter of this paper):By combing the relevant literature,the author analyzes the connotation and extension of the concept of "The Belt and Road" and concludes that "The Belt and Road" is not an entity and mechanism,but the cooperation and initiative of cooperation together with development.All provinces and cities in China are the participants of the initiative with the common objective.Based on the logic of form country to Shandong province to some cities in the province,this paper analyzes the framework,implementation focus,and policies and solutions in the implementation of"The Belt and Road" initiative.The second part:(including the third chapter and forth chapter of this paper):employing economic tax data,this part starts from the four aspects:import and export trade,foreign labor contracting,foreign investment and"going global" enterprises to investigate the effect of the effect in the implementation of The Belt and Road" in Shandong Province and to analyze the main problems and their causes faced by Shandong Province in implementing the "The Belt and Road "initiative.The third part:(including the fifth chapter and the sixth chapter of this paper):based on the analysis of the existing problems,thi s paper gi ves some suggestion in choosing policies for Shandong Province to implement "The Belt and Road" initiative.It indicates that the strategic direction and policy mechanism should be further clarified to strengthen the connection between economic uplift belt in the western part of Shandong and the Silk Road Economic Belt,and to strengthen the connection between the planning of peninsula blue economic zone in Shandong and he 21st Century Maritime Silk Road.The industrial structure adjustment and optimization should be given priority,and the transformation and upgrading of the industrial structure should be accelerated.Still,promoting the production capaci ty going outside and grasping the market characteristics and trade demand of three different types of countries(regions),and adopting different "going out" strategies are following,therefore,relevant supporting mechanisms can be improved in the next step of deepening the reform process.Finally,this study believes that Shandong Province should further establish a work orientation with geographical characteristics,which towards the country overall strategy"The Belt and Road".In order to effectively implement the "The Belt and Road" initiative,it is recommended to accelerate the optimization and adjustment of the industrial structure,promote the advantageous production capacity and surplus production capacity going outside,and improve the enterprises'supporting service mechanism of "going out" to promote the regional economic development of Shandong province.
