All governments pay close attention to the safety and quality of their food, not only to establish domestic food safety laws and regulatory systems, but also to impose strict restrictions on the safety and quality of imported food.In the food trade, especially agricultural products, food trades such as refusal, detention, and claims by importing countries have occurred from time to time, which not only has a negative impact on bilateral trade, but also brings a heavy price to export enterprises. Both China and South Korea attach great importance to the status of food in the national economy, and each other is committed to deepening agricultural and food trade. For example, the China-South Korea FTA,which came into effect on December 20,2015,covers a total of 17 areas of trade in goods, services, investment, and rules, including e-commerce,competition policy, government procurement, and the environment.Century economic and trade issues. In terms of tariff reduction, after the China-South Korea Free Trade Agreement is reached, after a transition period of up to 20 years,China's zero-tariff products will reach 91%of the tax revenue and 85%of the import value.92%of the tax revenue and 91%of the import value. The China-South Korea Free Trade Agreement focuses on pioneering trials in the areas of mutual recognition of customs, financial cooperation, trade in services, and protection of intellectual property rights. However, with the help of the FTA,China and South Korea have not significantly promoted food trade. The reasons behind this may include the Sade incident and the low tariff utilization rate of China and South Korea's FTA.In view of the dual existence of preferential tariffs under the Asia-Pacific Trade Agreement and the China-South Korea FTA,in addition to political factors affecting the food trade between the two countries,I am afraid that non-tariff factors cannot be ignored.Under the trend of free trade, tariffs are generally lower, and governments tend to use more covert trade protection measures to protect their industrial development. In the context of China-South Korea FTA,this paper proposes to examine the problems in the food trade between China and South Korea from the perspective of food safety system and explore countermeasures to promote food trade between the two countries. The premise of this study is that Korean and Chinese food standards affect the healthy development of food trade between the two countries. This article consists of six chapters. The first chapter is an introduction, explaining the background and significance of the topic, introducing research questions and research methods,as well as the proposed innovations and possible shortcomings. The second chapter is a literature review that includes the impact of official standards under the SPS Agreement on market access. There is also an analysis of the current situation of food trade between China and South Korea, with emphasis on new features and existing problems. It analyzes the development characteristics of food trade between the two countries and finds out the problems in the food trade between the two countries. The third chapter analyzes the food safety system between China and South Korea from horizontal and vertical. The fourth chapter is based on statistical analysis of data, and the reasons behind the number of cases rejected by customs clearance and the criteria for the basis of the criteria are clear. The fifth chapter briefly reviews the research design and discovery of the paper.Based on the research findings,it puts forward some countermeasures on how to promote the healthy development of food trade between the two countries.
