Research On The Consolidation Of The Effectiveness Of Targeted Poverty Alleviation In Lingchuan County

At the 18 th National Congress convened by the Communist Party of China,the goal of building a well-off society in an all-round way was established for the first time.The Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China calls for making full use of political and institutional advantages,resolutely striving for the war against poverty,and raising the goal of poverty reduction to the national development strategy is a hard struggle that must be overcome.In 2013,the concept of "precise poverty alleviation" was first put forward by President Xi Jinping.At that time,the traditional poverty alleviation method of "flood irrigation" was facing the transformation to "precise drip irrigation",and the former "blood transfusion" poverty alleviation method was also in urgent need of transformation.This paper combines the relevant theoretical knowledge of precise poverty alleviation with the practice of precise poverty alleviation in Lingchuan County.Through literature research,statistical analysis,field investigation and case analysis,it explores how to achieve the endogenous growth mechanism of poverty alleviation and no return to poverty through precise poverty alleviation.On the basis of theoretical research and combining with the actual situation of Lingchuan County,this paper summarizes the current situation of the practice of precise poverty alleviation in rural areas of Lingchuan County,and concludes that Lingchuan County has achieved good results in industrial poverty alleviation,relocation,labor export and policy implementation.At the same time,it also analyses the problems and causes that Lingchuan County needs to face to further consolidate the effectiveness of poverty alleviation after lifting off its poverty cap.The study concludes that in the process of further consolidating the effectiveness of poverty alleviation,there are still some problems,such as inadequate support for leading industries,lack of differences in support measures,and poor efficiency in the use of funds.Finally,it is proposed that the grassroots practice of precise poverty alleviation should consolidate the effect of poverty alleviation in the later stage by implementing industrial upgrading,optimizing the hardware environment,improving the policy guarantee system and interest linkage mechanism.
