Research On The Measures Of Tourism Poverty Alleviation And Development In The Old Revolutionary Base Of The Grass-Roots From The Perspective Of Precise Poverty Alleviation

Without a well-off society in poverty-stricken areas,there would be no well-off society in an all-round way.To understand the spirit of the 19 th National Congress of the Party and build a well-off society in an all-round way has become the main task of China's current development.On the road to common prosperity,accurate poverty alleviation has become the golden key to getting rid of poverty and getting rich,reversing the past China's poverty alleviation and development-oriented strategic model,forming a precise poverty alleviation,precise poverty alleviation strategic thinking.Among the numerous means of poverty alleviation,the tourism poverty alleviation has become the main means of the national poverty alleviation strategy because of its wide radiation area,long industrial chain,large spillover effect and other factors,but for the old revolutionary areas,its own tourism characteristics are relatively single,in the traditional poverty alleviation model,the driving force is not strong,and the benefits are not obvious.A major obstacle to tackling poverty in China.Although domestic scholars mostly studied poverty alleviation through tourism from the perspective of measures and strategies,they seldom studied the old revolutionary areas.The old revolutionary areas at the grass-roots level made great sacrifices for the Chinese revolution.Countless soldiers who came out of the old revolutionary areas at the grass-roots level wrote an important revolutionary history chapter with their blood and life,the grass-roots reform.The old liberated area is a red cradle and a historical culture of "living".But because of the influence of economy and traffic,the old revolutionary areas at the grassroots level have been lagging behind in the development of tourism projects.With the help of accurate poverty alleviation strategy,vigorously developing tourism projects can promote the economic development of the old revolutionary areas at the grassroots level,and strengthen the promotion of revolutionary spirit and red culture.Gaotan Town in Huidong County is rich in red tourism resources.It is an important area for the early armed struggle of the Communist Party of China.During the struggle for more than 20 years,Gaotan Town in Huidong County has left many historical relics and heroic deeds.In tourismdevelopment,new ideas can be provided,which can be more systematic combination of policy advantages and tourism resources to achieve local poverty alleviation and prosperity,and inherit and carry forward the red spirit of Huidong County Gaotan Town.Based on the theory of new public management,poverty and anti-poverty,this paper takes Gaotan Town in Huidong County as an example to analyze the current situation of its tourism poverty alleviation and development.This paper summarizes the current tourism development conditions of Gaotan Town in Huidong County,analyzes and summarizes the current implementation status of the government-led,scenic spot-driven and agriculture-tourism integration in Gaotan Town,Huidong County,and puts forward that the construction of accurate poverty-alleviation tourism development needs to focus on resource-based,diversified subjects as the direction,and the poor population.New model for objects.Although some achievements have been made in poverty alleviation through tourism in Gaotan Town of Huidong County,there are still some problems such as insufficient tourism supply,low participation intensity,insufficient support and lack of professionals.The main reasons for these problems are imperfect tourism facilities,participating subject lack of market awareness,unscientific development of tourism resources and tourism products.The industry is still in its early stage.And tourism poverty alleviation is facing the impact of interests.Finally,in view of the existing problems and the actual situation of the tourism poverty alleviation work in Gaotan Town of Huidong County,this paper puts forward specific measures for the tourism poverty alleviation development from four aspects: government-led,guarantee mechanism,tourism characteristics and personnel training,in order to realize the accurate poverty alleviation of tourism development in Gaotan Town of Huidong County and promote the economy of Gaotan Town of Huidong County to develop faster and better.This paper aims to provide a valuable reference for Huidong County government to formulate tourism poverty alleviation and provide experience for other revolutionary old areas in the country to carry out accurate poverty alleviation.
