With state investment in Aeroengine industry increased year by year,and the introduction of policies to promote the development of civil military integration,technology development continue to lower the threshold,the M Institute will face the pressure of competition from outside the industry including private capital;at the same time,with the deepening of the reform of the classification of public institutions,and the promotion of the internal control system construction of institutions,and the external audit and supervision are becoming more and more standardized and strict,the research institute is facing more and more pressure of transformation and upgrading,so it is urgent to change ideas and improve management level.There is a big gap between the current technical ability and management level of M Institute and the international advanced level,in order to make the research institute adapt to the changes of the external situation and obtain the long-term development ability,it is necessary for the management of the research institute to take the initiative and change actively.But for a long time,the M Institute has been heavy research,light management,allocation of research funding as a pillar of the economy,the M Institute did not pay attention to the management of scientific management,not the systematic,lead to the Institute of economic and technical disjointed,the overall economic benefits are not high.The research institute urgently needs to improve the management system of scientific research funds,needs to improve the management level of funds so as to ensure the completion of scientific research tasks and promote the strategic objectives of the Institute to meet the needs of the international competition in the future.This paper takes the M Research Institute,one of the main engines of the aero engine industry as a case study,on the basis of analysis and summary of previous research results,the related concepts and theoretical are summarized,by analyzing the shortage and causes of the existing research funding management model of M research institute,application of project funds management,internal control of public institutions and project performance evaluation theory,drawing on advanced methods of scientific research funds management in Western countries,guide the M Institute to improve the management level of scientific research funds,improving the management of scientific research funds,establishing the management mode of scientific research funds adapting to the new situation,promote the research institute to enhance the performance of scientific research,realize the overall strategy,and put forward some suggestions to improve the management of scientific research funds.This paper argues that M institute should improve the management of scientific research funds,first of all,need to change the concept of management of subjects,projects and funds,namely:the project funds management should not only ensure the smooth implementation of the project and final acceptance,but also help to improve the Institute's ability to resist risks and competitiveness,and help the realization of the strategic objectives of the institute.This paper puts forward that improving the management of project funds should start with improving the management mode of funds,fully mobilize the enthusiasm of the management work,active as effective response to the management needs of all parties,and we should pay attention to the accumulation and inheritance of scientific research project funds management experience,emphasis on learning,active change,and constantly update management theory,means and methods,to promote scientific research funds in the project development cycle management and accounting refinement level of ascension.This paper studies the management of scientific research funds of M Institute by means of theory and practice,it enriches the case database of scientific research funds management in China's military scientific research institutions,and has a certain reference function for other similar units to improve the management level of scientific research funds.The innovation of this paper lies in the innovation of the concept of project fund management,and the management of funds should be viewed from the perspective of realizing the strategic objectives of the institute.The inadequacies of this paper include:the selected case is engaged in small and medium-sized aero-engine design of military research institutions,it reflects the management practice of the special Institute,and it may have some limitations;the indirect cost allocation of M Research Institute is still in the process of continuous improvement,which needs to be improved in some aspects,the allocation method described in this paper is not necessarily suitable for other units.
