Research On The Optimization Of Fund Management For Research Projects Of The W Institute Of The Weapon Industry Group

Scientific research funding is one of the important factors that can support scientific research institutes and scientific and technological innovation.Scientific and systematic fund management system is of great significance to save the national research funds and ensure the successful completion of scientific research tasks.This requires scientific research institutes to adapt to the current development requirements,through a series of measures and programs to improve the level of scientific research management and build efficient scientific research funding management system.So that scientific research funding to maximize the economic and social benefits,and further improve the scientific research institutes of scientific research strength.In this paper,the military research unit-W Research Institute of Ordnance Industry Group as the research object,through analyzing the present situation of the scientific research funding management agencies management systems and management processes to find out the problems of W Research Institute in the research project funding management.To solve these problems,based on the theory of project management and comprehensive budget management,combining with the actual situation and the characteristics of the research funding,put forward the construction of funding management agencies,optimize the funding management process improve the funding assessment system and other scientific research funding management optimization design from the whole process of project proposal,implementation to conclusion acceptance,and through analyzing and evaluating a case of W Research Institute,verify the feasibility of optimizing the design program.At the same time,put forward the corresponding protection measures from the budget management,system construction,audit supervision,ideological and other aspects to to ensure that scientific research funding management optimization design landing and specific implementation.Finally,it summarizes the feasibility,applicability of the scientific research fund management optimization system and shortcomings in the study.The research of this paper is not only beneficial to improve the quality of scientific research funds and the competitive strength of scientific research,but also has important practical significance to strengthen the management of scientific research projects and improve the management level of scientific research institutes.
