Scientific and technological innovation is the general term for original scientific research and technological innovation.It refers to the process of creating and applying new knowledge,new technologies,new processes,adopting new production methods and management modes,developing new products,improving product quality and providing new services.The so-called scientific and technological innovation capability is the embodiment of comprehensive abilities to master the application and integration of scientific and technological innovation resources,and it is always linked with the completion of scientific and technological innovation activities.Military research institutes are mainly engaged in the development,production and management of weapons and equipment,and are the leading roles of national defense and scientific research activities.In recent years,China's military research institutes have achieved fruitful results in national defense and scientific research,and military-civilian integration makes great contributions to China's national security and social and economic progress.However,compared with the advanced level of developed countries,China's military research institutes still have many disadvantages,such as the insufficient technological innovation capability,and the large gaps in some core areas.In order to achieve leap-forward development,China's national defense and science and technology industry must master key technologies,possess independent intellectual property rights,form core competitiveness,catch up with and surpass the world's advanced level,and the most important thing is to enhance scientific and technological innovation capabilities.This thesis adopts the method of collecting data,based on the collection of domestic and foreign research status data,and follows the principles of comprehensive science,relevance,measurability,availability,applicability and continuity.Based on the expert advice,the evaluation index system of scientific and technological innovation capability of military research institutes represented by N Research Institute was constructed.Based on the theory of Analytic Hierarchy Process(AHP),and the above-mentioned evaluation index systems,the evaluation set and judgment matrix of scientific and technological innovation capability are constructed,and the corresponding analysis is carried out.According to the conclusions of the empirical analysis,based on the main factors affecting the scientific and technological innovation ability of military research institutes,this thesis puts forward strategic suggestions on improving the scientific and technological innovation capacities of military research institutes from five aspects.The introduction of these strategies has certain reference value and guiding role for the improvement of scientific and technological innovation capabilities of military research institutes.The thesis consists of the following six chapters.The first chapter is the introduction.This chapter mainly summarizes the research background,research significance,research methods and research contents of this thesis.The second chapter is a review of research theory and research status.This chapter mainly introduces the theory of AHP used in this thesis,and summarizes the current research status at home and abroad.It also gives an overview of evaluation of the development of foreign scientific and technological innovation capability,but focuses on the evaluation of research status of China's scientific and technological innovation capability.Because the main research method of this thesis is AHP,this chapter has a certain explanation of AHP theory.The third chapter is the construction of the evaluation index system of scientific and technological innovation capacity of military research institutes.This chapter mainly studies the design ideas and principles of the evaluation index system of scientific and technological innovation capability of military research institutes.Based on this,the evaluation index system of the scientific and technological innovation capability of N military research Institute is established.The fourth chapter is the empirical analysis of AHP's scientific and technological innovation capacity.In this chapter,it conducts empirical analysis of N military research institute.It first constructs the evaluation set and judgment matrix of the scientific and technological innovation capability,and obtains the empirical analysis result after judging whether it meets the consistency requirement or not.The fifth chapter is the strategy for improving the scientific and technological innovation capability of military research institutes.This chapter is mainly to propose countermeasures to enhance the scientific and technological innovation capabilities of military research institutes.Firstly,according to the empirical analysis results in the fourth chapter of this thesis,the main factors affecting the scientific and technological innovation ability of military research institutes are found.Then,focusing on the status of military research institutes in China,the strategies for improving the scientific and technological innovation capacity of military research institutes are proposed from five aspects.The sixth and last chapter is the conclusions and shortcomings of the study.This chapter is a summary of the thesis.Based on a series of studies and empirical analysis in the previous chapters,the main conclusions of this study are summarized.Finally,it points out the limitations of this study and future directions.
