Studies Of The Division Of Financial Power Between Municipal Government And District Government In Dandong City

The division of financial power between the municipal government and district government plays an important role in aspects of the financial and tax system reform,the use of fiscal funds efficiency,and the functions of local governments and so on.Especially under the conflict between the new role of the financial power division given by the Party of the third Plenary Session of the 18th CPC Central Committee and its criticism by public,the study on the reasonable division of financial power between the municipal government and district government appears great important.On the basis of statement above,using Literature analysis method and Investigation analysis method,this article gives specific analysis on the division of financial power between the municipal government and district government in Dandong City,analyzes problem and negative effect of financial power division in the aspects of basic system,division criteria,matching with affair power,and stability.Then this article presents the method of solving the problem stated above in corresponding aspect of speeding up the construction of the basic finance system,adjusting financial power structure and its release,clarifying the division of government responsibility and the boundary between government and market,reconstructing the standard of financial power division.And this article comes to the conclusion which is the standard of financial power division should be based on the fund performance,in order to restructuring more reasonable pattern of the financial power division between the municipal government and district government.However,the division of financial power between the municipal government and district government in Dandong city functions in the framework which is under the order from the central government to province government,to the municipal government.Therefore,the ultimate solve of the problem stated above relies on adjustments from the top-level design of central government.
