Study On Special Equipment Safety Supervision And Regulation In Liaoning Province

The special equipment is extensively applied in current life and production,with increasing importance.While the self-features of special equipment determine its danger,and it will cause great losses to society and the masses once accident occurs.Although the governmental authorities are continuously intensifying the safety supervision and regulation of these equipment,there are still a large quantity of hidden accidents in production,operation and other activities in special equipment,and are continuously posing new questions and challenges to the safety supervision and regulation authorities.Liaoning Province is taken as an example in this paper,and the literature research method and empirical analysis method are adopted to further analyze and discuss the relevant concepts of special equipment safety supervision and regulation,risk management theories and the regulatory situation at home and abroad,the current situation of special equipment safety supervision and regulation in Liaoning Province is illustrated,four major segments of special equipment safety supervision and regulation in the Province are emphatically researched,that is,special equipment administrative license,inspection and testing organization regulatory inspection and regular inspection,routine inspection and exclusive inspection,complaint investigation.As for the four existing problems in supervision and regulation:the low coverage rate of supervision and regulation after obtaining the administrative license certificate,the failure in putting into place of the corporate safety subject responsibilities,the low testing capacities from inspection and testing organizations,unclear emphases in routine and exclusive inspections,the causes are profoundly analyzed,and the countermeasures which are used to improve special equipment safety supervision and guarantee safe moving for equipment are proposed on improving the special equipment safety supervision and regulation strength,extensively undertaking the special equipment field credit system construction,enhancing the working quality of testing organizations and strengthening the special equipment risk management,and so on by combining with the actual conditions of Liaoning Province.The research aims at proposing feasible regulatory measures for regulatory authorities at various levels particularly the fundamental level regulatory authorities in effectively undertaking the safety regulatory work on special equipment,and providing effective references to the existing special equipment regulatory system reforms in Liaoning Province.
