Study On Evaluation And Promotion Of Land Intensive Use In New Urbanization

With the rapid growth of urban construction and the strong demand for development,the contradiction between population,environment and resources have become increasingly prominent.At present,the transformation of China's major social contradictions requires that China's economic development should shift from high-speed development to high-quality development.The core of achieving high-quality development lies in science and technology,human resources,the environment,and efficiency.Therefore,the intensive use of urban land is urgently important for constructing an intensive and efficient urban spatial pattern and promoting high-quality urban development.Based on the summarization of relevant research theories of land intensive use at home and abroad,the evaluation of land intensive use in Hangzhou High-tech Zone was studied in this paper.On the basis of analyzing the present situation of economic development and the status of land use in Hangzhou High-tech Zone,the problems existing in its current development are clarified.Firstly,Construct an evaluation index system of land intensive use from the connotation of land intensive use in the development zone under the new urbanization.Secondly,analyze the status of land intensive use.Lastly,propose ways to promote the intensive use of the land in the Hangzhou High-tech Zone.The main conclusions are as follows:(1)The construction land structure,construction land use intensity and inefficient construction land were analyzed in this paper.The results show that there are 3 main problems in land use of Hangzhou high tech Zone.Firstly,the structure of urban land is not reasonable and the spatial layout of city is not standardized.Secondly,the expansion speed of urban construction land is fast,and the number of new construction land is relatively small.Thirdly,inefficient utilization of construction land is urgent and needs to be revitalize.(2)In this study,13 specific indicators were selected to construct an evaluation index system for land intensive use based on the connotation of land intensive use and the problems of land use..And chose Hangzhou High-tech Zone to carry out intensive utilization evaluation.The results show that the level of land intensive utilization in Hangzhou High-tech Zone was generally high in 2016.The overall score of the region was 84.57.Among them,the ecological habitability score was the highest,the land use degree was the second,the input-output benefit score was the lowest,only 74.21 points.The ecological habitability score was 95.46;the land use intensity score was 89.67 points;the input-output benefit score was 85.88 points.It shows that Hangzhou High-tech Zone is currently in the mid-stage of integration of production and urbanization.When it comes to urban construction,attention has been paid to the improvement of urban connotation.But the investment of human resources,science and technology are relatively weak.(3)In this study,the ways to promote the intensive use of land based on the existing problems of land use in Hangzhou High-tech Zone were proposed,including the optimization of urban construction land layout,the rigid management and control of the newly-increased construction land use efficiency,the flexible activation of land for stock construction,and the incentive and restriction of land intensive use.
