At present,the fourth wave of international industrial transfer is in the ascendant.As the main industrial transfer area,China's eastern coastal areas have begun to transfer labor-intensive and resource-intensive industries to the central and western regions.Compared with the eastern coastal areas,which were mainly grounded by international industrial transfer in the 1980 s and 1990 s,the economic,political,and cultural environments facing the central and western regions have undergone profound changes.This has led to some new developments in China's inter-regional industrial transfer.The laws and changes,a large number of literature attempts to interpret and interpret the economic characteristics and influence of inter-regional industrial transfer from different angles.Among them,the resource allocation effect of industrial transfer is receiving more and more attention from scholars.Especially in recent years,how the industrial transfer has improved the total factor productivity of the region affected by resource mismatch has gradually become a theoretical and practical issue that needs to be discussed in the academic world.This study attempts to examine the differences in the direction of industrial transfer,the degree of resource mismatch and the change of total factor productivity in China's inter-provincial industries,and to examine the differences between the industrial transfer and the industrial land transfer resources mismatch and total factor productivity.The reason is to provide theoretical reference and empirical support for China to adopt more targeted industrial transfer policies in the future.On the basis of combing and summarizing the literatures related to industrial transfer,resource mismatch and total factor productivity,this study summarizes the characteristics of resource mismatch and total factor productivity in China's current industrial transfer by measuring the above three.In order to further explore the logical connection among them,this paper delineates and analyzes the influence mechanism of industrial transfer on the efficiency of regional economic development from the relevant theory of industrial transfer,and tries to explain more deeply the possible existence between the industrial transfer place and the grounding.Differences and their causes.Theoretical analysis shows that the difference in the impact of industrial transfer on the place of transfer and the grounding is mainly due to labor mismatch,and the labor mismatch phenomenon such as “labor shortage” in the transfer place can be alleviated with the transfer of labor-intensive industries.However,as a groundwork surplus area,labor mismatch may increase with the transfer of industrial workers.Further,based on the decomposition of total factor productivity,the possible differences between industrial transfer and grounding technical efficiency and technological progress are discussed.Due to the transfer of labor-intensive and resource-intensive industries,capital is transferred to higher-productivity sectors,which promotes the upgrading of industrial structure,thereby improving resource mismatch,promoting technological efficiency and technological progress;It may hinder the transition from “extensive” to “intensive” development mode due to lower cost and abundant resources,which may reduce its technical efficiency and hinder the growth of its total factor productivity.In order to verify the above theoretical hypothesis,using the panel data of 30 provinces in China from 2003 to 2016,a series of empirical models depicting the resource mismatch delivery mechanism were constructed,and the dynamic GMM estimation method was used to empirically examine the impact mechanism of industrial transfer on total factor productivity.And the transmission mechanism of labor mismatch and capital mismatch.The study found that there are significant differences in the impact paths and transmission mechanisms of industrial transfer sites and grounding.For the industrial transfer place,industrial transfer improves the technical efficiency of the region by reducing capital mismatch and labor mismatch.The industrial transfer itself also promotes the technological advancement of the transfer land;for the industry to undertake the transfer,the industrial transfer enhances its labor error.The degree of coordination has led to a deterioration in its technical efficiency and a reduction in its total factor productivity.The conclusions of this paper indicate that the inter-regional industrial transfer in China's current stage is beneficial to the transfer of land(developed areas)as a whole,and promotes the economic efficiency and technological progress of the transferred land;while the industry undertakes to undertake industrial transfer.The total factor productivity has declined,and the central and western regions as a whole are still in the extensive development model of “sacrificing efficiency for economic scale”.Although this development mode is in line with the historical experience of the development of the eastern region of China,it obviously does not conform to the future development trend and is not conducive to the sustainable development of the transfer industry.The government should formulate more reasonable industrial policies and promote the free flow of production factors.At the same time,the industry should also do a good job in undertaking the selection of industries.While undertaking industrial transfer,it must also improve its own technology research and development level and enhance technological progress.Promote the sustainable development of industrial transfer.
