| Ever since the 1970s, the world economics have showed a trend that service-based economy gradually played a more important role than industry economy. As an important part of service-based economy, transportation industry is promoting the development of national economics. In consideration of this, Li Shenglin, Minister of Transport put forward the subject "converting transportation from the transformation of traditional industry to modern service industry," in one work conference in 2007. Evaluation on service level of transportation industry, will help to make acquaintances of the vulnerability of China transportation industry, in accordance of which the macropolicy is coordinated and resource is allocated.In this article, the construction of transportation system is analyzed, and the influence factors of transportation industry service level is also analyzed. Then, the evaluation standard is confirmed, based on which the evaluation index system is constructed. In order to ensure the representativeness and objectivity, after the primary selection of evaluation indexes, the evaluation indexes system is optimized with the method of DEMETAL.When choosing the evaluation method, the computational complexity and the demand on historical statics are deliberated. Grey corellation comprehensive evaluation is chosed for this paper, and combined with the actual situation of transportation industry, the comprehensive evaluation model is established. Through computing the Grey correlation between the comparative sequence and reference sequence, an assessment score can be generated for the evaluation object. Meanwhile, all the possible scores can be divided into several score ranges, and different score ranges determine different Grey Categories. The comprehensive evaluation score confirms the evaluation results.According to the operation situation of the transportation industry in 2009, a comprehension evaluation is conducted with the model mentioned above. Through the analysis on the evaluation result, we draw the conclusion of the factors which stops the service level from elevating. With the experience of developed country in promoting the service level of transportation industry, some constructive suggestions are promoted, and it is hoped that the suggestions can help to promote the service level of China transportation industry. |
