Research On Innovation-driven High-quality Economic Development Of Yangtze River Urban Agglomeration

Since the reform and opening up,the Yangtze River region has developed rapidly over the past 40 years.However,with the advancement of industrialization and urbanization,the economic development model driven by traditional elements such as population and land has become unsustainable.Problems such as uneven development,uncoordinated and unsustainable development have become increasingly prominent,and economic development is facing tremendous transformation pressure.The overall quality of the economy needs to be improved.The report of the 19 th National Congress of the Communist Party of China pointed out that China's economy has shifted from a high-speed growth stage to a high-quality development stage.From the previous quantitative speed growth to quality-effective growth,the dynamic mechanism of growth also needs to be switched from factor-driven to innovation-driven.The highquality economic development of the Yangtze River urban agglomeration is an important part of the high-quality development of China's economy.How to improve the quality of economic development and how to achieve innovation drive should be the key issue to be solved.This is also the starting point and foothold of this paper.Based on the previous research results,this paper defines the connotation of innovation-driven and high-quality economic development based on the economic development status of the Yangtze River urban agglomeration.Based on the five development concepts,the five dimensions of high-quality economic development are determined,coordinated optimization,green development,openness and sharing.Based on the five dimensions,an evaluation system for the economic development quality of the Yangtze River urban agglomeration with 15 basic indicators was constructed to measure the economic development quality of the Yangtze River urban agglomeration.In the horizontal comparison,the index weights of different cities in the same year are calculated,and the comprehensive scores of economic development quality and the five dimensions of the eight cities of Nanjing,Changzhou,Nantong,Zhenjiang,Taizhou,Yangzhou,Suzhou and Wuxi from 2002 to 2016 are obtained.The results show that there is a clear gap in the quality of economic development between cities,and the gap is solidified.In the vertical comparison,the weights of the indicators are unified,and the economic development quality trends of the Yangtze River urban agglomeration and the eight internal cities are analyzed.The results show that the economic development quality of the Yangtze River urban agglomeration has increased from 2002 to 2016.Nantong's economic development quality has improved the fastest,with an increase of 0.76.Regardless of horizontal comparison or vertical comparison,the weight of innovation-driven indicators in the economic high-quality development indicator system is the highest,and the impact on the quality of economic development is the most significant.Therefore,this paper will focus on the impact of innovation on the quality of economic development.Based on the economic development status of Yangzijiang urban agglomeration and the availability of data,human capital,technological innovation,institutional innovation and management innovation are selected as the driving factors of innovation in this paper and the comprehensive scores of economic development quality of the Yangtze River City Group and the eight internal cities are taken as the explanatory variables.Then,construct 4 fixed effect variable coefficient panel models respectively.Through empirical analysis,it is found that the economic quality of the Yangtze River urban agglomeration and the eight internal cities are affected by four innovation drivers.However,the impact of different innovation drivers is different,and the driving force of institutional innovation is the most significant.There are also differences in the role of the same innovation factor in improving the quality of economic development in different regions.The impact of human capital on different regions is not large.Technological innovation has the greatest promotion effect on Taizhou,and has the least promotion effect on Yangzhou.Institutional innovation has the most significant effect on promoting Wuxi,and the promotion effect on Taizhou is the weakest.The role of management innovation in Yangzhou,Suzhou and Wuxi is weaker than in other cities within the urban agglomeration.Based on the results of qualitative analysis and quantitative analysis,the paper proposes four policy recommendations.The policy is to implement the innovation linkage mechanism to promote regional common development,introduce and cultivate innovative talents to promote the in-depth integration of industry,academia and research,strengthen technological innovation to promote industrial optimization and upgrading,and promote management system innovation to create a good environment for innovation.
