Study On Local Government's Construction Of Electronic Information Industry Ecosphere

With our country's economic development changing from high-speed growth mode to pursuing high-quality development,it is more and more important for the transformation and development of local economy to build the industrial ecosphere with local characteristics and to build a modern industrial system in the 21 st century.As one of the three leading industries in Shuangliu District,electronic information industry is also the industry which is the largest scale,the most complete industrial categories and the most concentrated enterprises in the region.On the way of exploring how to transform the local economic growth with high-quality development,Shuangliu government takes the construction of the ecosphere of electronic information industry as the center,concentrates on the construction of new-type industrial clusters of display,integrated circuit and information security according to the development concept of "chain development and cluster development".Aiming at the key links of production and manufacturing in the three major industrial chains of electronic information,the key projects should be targeted to attract,and the whole industrial chain should be supplemented and strengthened.This paper collects and collates the relevant theories of industrial clusters at home and abroad and the positioning of government's service function in economic development.It summarizes the current practice of Shuangliu local government in the construction of electronic information ecosphere.In the aspect of public service management,the government explores how to make good use of public service management means to promote the development of industrial ecosphere.Based on the development characteristics of Shuangliu's current electronic information industry,this paper analyses the problems existing in the construction of the ecosphere of electronic information industry by Shuangliu government.This paper focuses on the development status and industrial agglomeration of the dual-stream electronic information industry,and the practice and shortcomings of the dual-stream government in promoting the construction of the ecosphere of electronic information industry.After collecting and summarizing the worthy measures of reference in the economic development of high-tech zones in Kunshan City,Zhejiang Haining City and Chengdu High-tech Zone,and considering the shortcomings in the process of industrial development,this paper puts forward some suggestions for the local governments of Shuangliu to construct the ecosphere of electronic information industry,such as speeding up the construction of industrialization projects,strengthening the capacity of innovation and development,speeding up the construction of carrying capacity of industrial functional zones,and strengthening health care.Suggestions on four aspects of the full security system.
