Research On Optimization Of Industrial Poverty Alleviation Policy From The Perspective Of Rural Revitalization

Relieving and eradicating poverty and ultimately realizing the common prosperity of the people throughout the country is the essential requirement of socialism.Since the end of the 1970 s,China has continuously strengthened its efforts in the field of poverty alleviation,implemented a series of medium-and long-term poverty alleviation plans,and established a development-oriented development-oriented poverty alleviation policy.The poverty alleviation approach focuses on industrial poverty alleviation.After more than 30 years of hard work,China's poverty alleviation work has made great achievements.The number of poor people has decreased from 250 million in 1978 to 13.83 million in 2018.The incidence of poverty has decreased from 30.7% in 1978 to 2.5% in 2018.At the same time,the poverty alleviation work still faces the problems of small population benefit and weak main body status.To achieve the goal of all poverty-stricken people to get rid of poverty in 2020,the task is still very arduous.General Secretary Xi Jinping proposed “precision poverty alleviation” during the inspection in Xiangxi in 2013,which means that China's poverty alleviation strategy has undergone a major transformation.In addition,according to the document of the Rural Revitalization Strategic Plan 2018-2022 issued by the Central Committee of the Communist Party of China,it can be seen from the perspective of rural revitalization,to explore the problems of industrial poverty alleviation policies and practices,and how to share them in the process of industrial development.The results brought about by industrial development are very necessary.This study takes the practice of the industrial poverty alleviation policy of Y Village in Beibei District of Chongqing as the basic research object,conducts field research,and uses literature research,case analysis and statistical analysis to sort out the first-hand related research materials obtained from the village's industry.Starting from the development project,study the implementation mechanism of the industrial poverty alleviation project,including how to select,how to operate and supervise;according to the research implementation mechanism to summarize the problems existing in the project operation,and combined with the relevant industry poverty alleviation policy,the current industrial poverty alleviation policy itself and practice some advices.The industrial poverty alleviation policy is an important means of poverty alleviation in China.Through the investigation of the practice process of the Y village industrial poverty alleviation policy,we can see that the industrial poverty alleviation policy is based on trying to change the backward situation of the rural areas,but due to institutional and institutional factors,There are also many problems in the actual implementation of the industrial poverty alleviation policy.It is mainly reflected in the following aspects: the participation of villagers in the process of industrial poverty alleviation is low,the choice of industry has not been separated from the traditional industry,resulting in slower income increase,the form of assessment is partial,and the lack of talents in the poverty alleviation team.The reason for the above problems lies in the industry.The poverty alleviation policy itself has a low level of implementation,and the poverty alleviation method is relatively simple.The phenomenon of “getting out of poverty in order to get rid of poverty” is serious,leading to the industry's poverty alleviation work gradually deviating from the original target.Therefore,we must first optimize the way of obtaining benefits in the industrial poverty alleviation policy.Secondly,from the perspective of the poor,adopt the characteristic industries that are suitable for the region's ecology,humanities and traditions,and promote economic development through industrial development,narrowing the gap between urban and rural areas;again,respect The villagers' willingness to increase participation and mobilize the enthusiasm of the villagers;finally,improve the assessment mechanism of the industrial poverty alleviation policy.
