From 2004 to 2014 when targeted poverty alleviation policy was carried out,China's industrial poverty alleviation experienced a transformation from targeting poverty-stricken areas to poverty-stricken farmers.From 2004 to 2016,Hebei Province had solved the problem of poverty alleviation of 6929,000 poor people.The achievement of poverty alleviation is closely related to the implementation of industrial poverty alleviation policy.Based on poverty and anti-poverty theory,transaction cost theory and public goods theory,present situation,theory and empirical analyses of the poverty alleviation effect of industrial poverty alleviation in Hebei Province are carried out to summarizes the experience and problems of industrial poverty alleviation in Hebei Province.Some paths to improve the poverty reduction effect of industrial poverty alleviation are put forward based on the problems existing in industrial poverty alleviation.In terms of the present situation of industrial poverty alleviation,this paper uses the Hebei Rural Statistical Yearbook and the survey data of poor households to analyze the multi-dimensional poverty situation of poverty-stricken areas and poor households in Hebei Province.The result indicated that poverty of poor households is shown not only in low income but also in the reality of education,housing,health and social security.The paper also uses the data above to analyze the layout,poverty alleviation policies,capital investment and the development of economic organizations in Hebei province.From a theoretical point of view,the paper analyses the relationship among stakeholders in industrial poverty alleviation and puts forward that the transmission mechanism of industrial poverty alleviation includes direct and indirect transmission mechanisms.Direct transmission mechanism includes land transfer,contract farming,dividend sharing and employing workers mechanism,and indirect transmission mechanism includes growth effect mechanism and trickle-down effect mechanism.From the perspective of empirical analysis,Mincer equation and GMM model are used to analyze the direct and indirect poverty reduction effects of industrial poverty alleviation.In terms of the direct poverty reduction effect of industrial poverty alleviation,it is concluded that the direct poverty reduction effect of agricultural industry projects is higher than that of rural secondary and tertiary industry projects through the input-output analysis of agricultural industry projects and rural secondary and tertiary industry projects.But the return on investment of agricultural industry projects is lower than that of rural secondary and tertiary industry projects.And the influencing factors of the direct poverty reduction effect of industrial poverty alleviation are found.As for the indirect poverty reduction effect of industrial poverty alleviation,the empirical analysis results show that the indirect poverty reduction effect of industrial poverty alleviation is significant mainly because of the significant "growth effect" of industrial poverty alleviation.The insignificant "trickle-down effect" of industrial poverty alleviation is an important reason for the transformation of industrial poverty alleviation from targeting poverty-stricken areas to poverty-stricken farmers.Based on the situation,theoretical and empirical analyses,this paper puts forward the experience worth learning and popularizing in industrial poverty alleviation in Hebei Province.There are still some problems restricting the improvement of poverty reduction effect.It summarizes the paths to improve the poverty reduction effect of industrial poverty alleviation in Hebei Province,including establishing a comprehensive industrial poverty alleviation governance mechanism,popularizing the model of industrial poverty alleviation purposefully and increasing the participation of the poor.
