explored and improved.From 1982 to 1986,in order to meet the needs of the development of rural reform situation,the Central Committee of the Communist Party of China issued five No.1 documents for five consecutive years.In these documents,it was affirmed that contracting production to households is a socialist production responsibility system,a socialist agricultural cooperative road with agricultural land as the research theme,which not only has theoretical significance,but also has special practical significance in China.Sichuan Province is a major agricultural province in China,with a total grain output of 34.984 million tons in 2017,ranking fourth in the country.It can be seen that Sichuan Province plays an important role in the production and supply of agricultural crops in China.However,as a province with less developed economy,the level of agricultural development in Sichuan Province is still a long way from that in developed areas,and the level of agricultural development in different cities and states is uneven.Therefore,it is reasonable for Sichuan Province to explore the level of appropriate scale management of agricultural land in different cities and states,so as to improve the level of appropriate scale management of agricultural land in Sichuan Province and develop the appropriate scale of agricultural land in an all-round way.Meanwhile,it also provides policy and theoretical reference for Sichuan Province to implement the strategy of Rural Revitalization and promote the process of agricultural modernization.Previous studies on the moderate scale management of agricultural land mainly focused on theoretical research and empirical research on the moderate value of land scale,while there were few studies on the development level of the moderate scale management of agricultural land.On the basis of qualitative analysis of the appropriate scale of agricultural land in Sichuan Province,this paper uses factor analysis method to conduct empirical research on the economy of 21 cities and states in Sichuan Province,and makes a comprehensive evaluation of them,so as to objectively and concretely analyze the problems existing in the development of appropriate scale management of agricultural land in each city and state.This paper is divided into five parts.The first part is the introduction,which mainly discusses the background,purpose and significance of the topic,the research summary,research methods and innovations at home and abroad.The second part is the theoretical basis of the article.It mainly elaborates the concepts of scale reward and scale economy,the law of diminishing land reward and the theory of agricultural productivity progress.The third part analyses the present situation of moderate-scale management of agricultural land in Sichuan Province,expounds several main modes of moderate-scale management of agricultural land in Sichuan Province,and points out that the development of moderate-scalemanagement of agricultural land in Sichuan Province is restricted by imperfect land transfer mechanism,limited geographical conditions,difficulties in transferring surplus rural labor force in some areas and low educational level of rural labor force.Key factors.In the fourth part,the factor analysis method is used to evaluate the moderate scale management of agricultural land in 21 prefectures of Sichuan Province,and the four main factors are analyzed in combination with the development status of each prefecture in Sichuan Province.In the fifth part,according to the present situation,existing problems and the development level of moderate scale management of agricultural land in Sichuan Province,some suggestions are put forward,such as establishing and perfecting the land transfer mechanism,deepening the transfer of rural labor force,developing non-agriculture,improving the quality of farmers,and developing the speed and mode of moderate scale management of agricultural land according to local conditions.
