Scientific and technological innovation is the strategic support for improving overall national strength and must be placed at the core of the overall development of the country.In an open innovation environment,innovation and development become a global activity,and independent innovation must fully utilize the power of global resources.At present,China has the material foundation and technical support to become an innovation power,and has achieved long-term development in innovation investment and innovation output;but the rising R&D investment has not effectively promoted the improvement of total factor productivity;open innovation under the conditions,traditional innovation input indicators can not meet the new needs of innovation and development.It is necessary to integrate all aspects of scientific and technological strength by combining internal research and development and external innovation resources,give full play to the innovation potential of hundreds of millions of people,and work together to gradually improve the power of technological innovation,and competitive.Then,how to measure the input factors of innovation more comprehensively,whether these factors promote the innovation output efficiently,and whether this kind of promotion effect is different at different stages of economic development and technology accumulation is the main problem of this paper.This paper combines the selection of innovation input and innovation output evaluation index in the existing research.Based on the open innovation environment,it comprehensively considers the investment in R&D investment,labor quality and information infrastructure,and proposes a comprehensive innovation investment measurement index,including basic research inputs,applied research inputs,experimental development inputs,ICT inputs,and educational inputs.The innovation output is divided into two aspects:innovation achievement and innovation benefit.The number of effective invention patents reflects the innovation results,and the sales revenue of new products reflects the innovation benefits.This paper collects panel data of 30 provincial administrative districts from 2009 to 2016,and divides R&D investment into basic input(basic research + applied research)and experimental development,based on the latest research results of R&D capitalization accounting,and follows the framework system of SNA-2008.And accounting requirements,using the BEA method to reasonably estimate the capital stock of basic investment(basic research + applied research)and experimental development since the beginning of 2009,and use the perpetual inventory method to estimate the ICT capital stock.The multivariate linear regression model is constructed by the improved knowledge production function,and the model estimation is carried out by the feasible generalized least squares method(FGLS).The empirical analysis of the basic input,experimental development,educational investment,and ICT investment on the effective invention patent and the sales revenue of new products,At the same time,FDI and ownership structure are added as control variables.At the same time,the 30 provincial-level administrative divisions of the country are divided into the eastern coastal areas and the inland areas for empirical analysis to study the differences in the effects of innovation output in different regions of technology accumulation and economic development.The research results show that innovation input(basic input,experimental development,ICT investment,education input)can significantly promote innovation output(effective invention patents,new product sales revenue),so in the current open innovation environment,use comprehensive innovative inputs to replace R&D inputs can more accurately and completely reflect the innovation investment in a region.The influence of R&D investment of different activity types on promoting innovation is heterogeneous among regions.For the eastern coastal areas,the basic input promotes the innovation results better,while for the inland areas,the innovation of experimental development is more effective.The ICT investment has played a significant role in promoting innovation and innovation,and it has become more prominent in the eastern coastal areas.The impact of educational investment on innovation outcomes is significantly positive,but the impact on innovation benefits is not significant.The ownership structure is linearly and negatively correlated with the innovation capability,and the inhibitory effect on the innovation output in the inland region is more obvious.This paper improves the traditional innovation input indicators,can more comprehensively reflect the innovation investment status under open conditions;reasonably estimate the capital stock of different R&D activity types,and can appropriately supplement and improve the existing R&D capitalization accounting research.Through the panel data model,the impact of different types of innovation inputs on technological innovation achievements and innovation benefits is analyzed in detail,which can provide a basis for relevant regions to formulate innovation policies.
