From the strategy of innovation driven development put forward at the 18 th National Congress to the fruitful results achieved at the 19 th national congress,innovation seems to be an important support for the adjustment of China's economic structure and the improvement of China's economic level.In the new era,we must step into the ranks of an innovative country,which is inseparable from the power of scientific and technological innovation.The development of innovation ability is inseparable from the investment of innovation capital,and the promotion of innovation value chain is inseparable from the transformation of innovation achievements.At present,the research on innovation input-output in China is still relatively single,and there is no targeted plan for the promotion of innovation ability.Starting from the efficiency of innovation input-output,this paper discusses the current situation of innovation development in China with the research method of spatial measurement.Starting from the capital input of enterprises,government and society,this paper makes a comprehensive evaluation of the innovation output and shows the time and space evolution of innovation input and output in China since the implementation of innovation driven development strategy.Based on the full consideration of the spatial effect of innovation input-output,this paper selects panel data of 31 provinces and autonomous regions during the implementation of innovation driven strategy(2013-2017).First of all,three indicators reflecting the innovation capital investment of enterprises,governments and society are selected as explanatory variables,and a thermodynamic chart is drawn to observe the change of innovation investment and understand the implementation characteristics of innovation driven strategy.Secondly,data envelopment analysis is carried out to get the change of innovation input to innovation output comprehensive efficiency,understand the capital utilization situation of all regions,and realize that there is still room for improvement of innovation capital utilization in China.Next,we use AHP to build a comprehensive evaluation system of innovation output,and use entropy method to score the data,and obtain innovation output as the explained variable of comprehensive research.Finally,the spatial econometric model is analyzed by different spatial weight matrix.Based on the cross-section data to draw the Moran scatter map,it is found that there are obvious spatial aggregation effects in different places,and the high-low aggregation is discussed.Based on the theory of economics,comparing with the ordinary panel linear fitting model,it is concluded that the economic distance is more suitable for the application of this study,and the spatial lag model(SLM)is constructed.The model coefficients of R &D expenditure,financial science and technology expenditure and education expenditure above the scale can guide the future improvement direction of innovation investment.Through the construction of spatial econometric model,we can more accurately analyze the input-output problems of innovation and comprehensively understand the development of innovation capacity.Since the implementation of innovation driven development strategy,China's innovation input-output situation has improved significantly.After a series of data analysis and model construction,the main conclusions are as follows:(1)Capital investment is more focused on market regulation and vigorously supports the new science and technology zone.Although government investment has a huge impact and plays a leading role,the market role is more prominent,and the future innovation and development will mainly rely on the R & D expenditure of enterprises.(2)There are differences in the effectiveness of innovation input-output among regions,but the overall efficiency of resource utilization has been improved.China's innovation level shows the characteristics of "weak in the West and strong in the East".Although Beijing,Jiangsu,Tianjin and other places have achieved effective input-output,there is capital redundancy in high-speed economic development areas such as Shanghai,and the imbalance between regions needs to be solved.(3)It is better to introduce the spatial weight matrix of economic distance to study innovation capital input and innovation comprehensive output.Economic growth pole plays an important role in the development of innovation ability.With the capital flow,innovation achievements have obvious positive externalities,bringing considerable spatial spillover effect.In terms of location,in addition to the role of the traditional Yangtze River Delta economic belt,innovation and improvement in Hubei,Anhui and other central regions will play an important role in the next stage of innovation and development;in terms of model,building SLM model confirms the importance of encouraging enterprises to selfdevelopment.In view of the above conclusions,next we will strive to promote the construction of the central region,build a sharing platform,and promote the joint development of schools and enterprises to further promote the integration of production,learning and research.At the same time,we should avoid capital redundancy and encourage more enterprises to set up R &D centers in underdeveloped areas to play a leading role.Relying on the policy advantages of "one belt and one road",we will carry out the "east to West alliance".Regions in need of innovative talents should strengthen the attraction of talents,make up for the shortcomings and optimize the industrial chain.Therefore,the real long-term development can be realized under the innovation driven development strategy.
