Research On Partner Selection And Regulation Of Pension ROT Project From The Perspective Of Government

In order to alleviate the pressure of social pension,the Ministry of Finance proposed to apply the PPP model to the construction and operation of old-age service facilities.The ROT model in the PPP model is generated for the expansion and expansion projects,which can fully revitalize the idle resources of the society,alleviate the financial pressure,effectively increase the supply of old-age beds,and gradually gain favor in the development of the old-age institutions.Since the application of the pension ROT model is still in the initial stage,ensuring the quality of project operation services and meeting the comprehensive needs of the elderly audience,it is particularly important to select the best social capital partners and conduct effective supervision during the project operation period.Based on the government's perspective,this paper studies the characteristics of the ROT model of the pension,from the establishment of the pension ROT project partner selection index system,the construction of the pension ROT project partner selection model and the proposed pension supervision of the ROT project partner.First of all,we will sort out the existing literature and the policy provisions of the old-age institutions,and get preliminary evaluation indicators for the selection of partners in the pension ROT project.The indicator of importance of indicators is distributed to industry experts.The rough set method is used to eliminate redundant and repeated indicators,and the final index system consisting of 28 indicators with 6 dimensions is obtained.Secondly,the subjective weight of the rough set calculation is combined with the objective weight calculated by the entropy weight method,and the result of the partner's selection of the comprehensive weight of each index is obtained.The fuzzy VIKOR method is used to establish the partner selection model and case verification.The study found that the result of the optimal partner selection for the Beijing Second Welfare Center,which was consistent with the results in the project practice,and the feasibility of the method was verified.Finally,combined with incomplete information repeated game theory,establish a reputation model between the government and social capital,and propose policy recommendations for partner supervision through analysis of the game.Through the above research,it provides the basis for selecting partners of ROT projects for the aged,and provides policy recommendations for the government's later supervision.It has certain reference and guiding significance,enriches the research content of the operation and management of the aged institutions,and provides theoretical support for the selection and supervision of the partners of the aged institutions.This paper deeply analyzes the characteristics of the pension ROT project,provides targeted support for the ROT project partners,and provides policy recommendations for the government's later supervision.It has certain guiding significance and practical value,and enriches the research content of the operation and management of the old-age care institutions.It provides theoretical support for the selection and supervision of the partners of the old-age institutions.
