Research On Financing Risk Management Of QD Citizen Center PPP Project

Since 2014,the state has successively promulgated a series of policy documents related to the financing of PPP projects,such as the State Council's Opinions on Strengthening Local Government Debt Management and the Notice on Promoting Development Finance Support for PPP.Judging from the current development of China's PPP project financing,the PPP project financing system is gradually standardized,the financing policy is continuously improved,and the financing environment is continuously optimized.However,due to the widespread demand for funds in the PPP project,the construction investment period is long and the financing cost is High financing,complex risk sharing,and multi-level financing structure,its financing risk factors are more complex,more difficult to predict and control than general engineering projects.Therefore,it is necessary to strengthen the research on financing risk management of PPP projects,which is of great significance for the smooth development of PPP project financing.Based on the research background and significance of QD Citizen Center,this paper summarizes the research status of PPP project financing risk management at home and abroad,determines the research content and research methods,and relevant theories.Explained.Through field research,the data of financing risk management of PPP project of QD Civic Center was obtained,and the status of project and financing was introduced from three aspects: project operation,project investment and financing structure and project return mechanism.On this basis,the project financing risk factors,namely policy risk,financial risk,fund availability risk and liquidity risk,are identified,and 12 sub-risk factors under the four main risk factors are sorted out.Then,the analytic hierarchy process is used to determine the weight of each risk factor,and the fuzzy comprehensive evaluation method is used to make a comprehensive evaluation of the risk factors,and the risk factor level is divided.Among the most significant risk factors are loan interest rate,financing scale,cash flow,and user paid income;major risk factors include financing channels,financing structure,and construction and operation costs;medium risk factors include tax incentives,financial institution credit,and feasibility gap subsidies;The general risk factors are inflation and excessive government intervention.Finally,based on the above evaluation results,comprehensively apply the copingstrategies of decentralization,transfer,reduction and avoidance of financing risks,and propose strategies to deal with the financing risks of QD Civic Center PPP projects according to the risk factor level.
