Research On The Benefit Cooperation Mechanism In The Construction Of Characteristic Towns

In recent years,under the guidance of national policies,the characteristic towns,as a bridge to coordinate the coordinated development of urban and rural economy,have become increasingly prominent in promoting the development of new urbanization and the strategy of ?revitalization of the countryside?.However,with the acceleration of the pace of construction of China's characteristic towns,the construction process has caused problems such as the complexity of interest appeals due to the large number of stakeholders.At the same time,the conflicts of interest caused by the imbalance of interests and the failure of the construction of characteristic towns have also occurred from time to time.Therefore,this paper builds a reasonable interest coordination mechanism,on the basis of coping with and preventing conflicts of interest,seeks to achieve a balance of interests among multiple stakeholders,and proposes rationalization suggestions for stakeholders involved in the construction of characteristic towns.The construction of characteristic towns provides new ideas.To this end,this research combs the relevant literature on the construction of characteristic towns at home and abroad,and explores the construction of the synergy mechanism of the characteristic towns with the stakeholders involved in the construction of characteristic towns as the entry point.The research focuses on the following parts:(1)By analyzing the composition analysis of the interests of characteristic small towns,namely,?stakeholder factors,interest appeal factors,conflict of interest factors and interest synergy and interest balance analysis?,the characteristics are summarized.The construction of small towns requires the synergy of stakeholders and explores the need to establish a synergy mechanism for interests.(2)Combining the field investigations of Gushan Town,Weihai City,Shandong Province,four relevant experts were selected to screen 7 different types of stakeholders in the construction of characteristic towns,and the public sector was calculated by Analytic Hierarchy Process(AHP).The town residents and social capitalists are the core stakeholders of Gushan Town,and analyze the interests of different core stakeholders through questionnaire survey.(3)According to the investigation of core stakeholders and the actual situation of economic development in Gushan Town,the problems existing in the construction of characteristic towns in Gushan Town are summarized as low participation of small town residents,lack of public sector management,and lack of social capital.The investment attractiveness and other aspects are analyzed,and the root causes of conflicts of interest of core stakeholders are analyzed.(4)Based on the principles of overall planning,balance,imbalance and standardization,the interest coordination mechanism covering the mechanism of power and responsibility,incentive and supervision mechanism and operation guarantee mechanism is constructed,and the construction of interest synergy mechanism is built for the construction of characteristic towns.The following suggestions are proposed: First,we must uphold the development concept of characteristic towns and strengthen the ideological construction of the public sector;secondly,give full play to the role of the market,protect the main status of small town residents,and implement the participation of small town residents;finally,provide channels for interest expression.Construct an interest monitoring system,focusing on interest compensation and risk prevention.
